The European Commission, DG XI, has published an invitation to tender relating to assistance, under the PHARE and TACIS programmes, to the nuclear regulatory authorities of Central and Eastern Europe and the former Soviet Union. The PHARE and TACIS programmes provide, inter alia, assistance to Central and East European countries (CEECs) and countries of the former Soviet Union in improving nuclear safety. Part of this assistance is directed to these countries' nuclear regulatory authorities (NRAs) and their technical support organizations (TSOs), with the aim of supporting the development of independent and technically competent NRAs. The present tender concerns the definition, in cooperation with the beneficiary NRAs, of projects which will assist their technical development and that of their TSOs. The contract will involve the following work: - Close liaison with all relevant nuclear organizations and Commission services to get the broad view needed to understand the regulators' strategic needs; - Review of assistance projects to CEEC and former Soviet Union nuclear operators with a view to defining projects to assist beneficiary NRAs in licensing; - Preparation of technical inputs for terms of reference of projects which strengthen the beneficiary NRA/TSO. Organization(s) and individuals performing the above work will be excluded from participation in the resultant assistance projects. The work should be completed within 18 months.
