The European Commission, DG VII, has published an invitation to tender concerning the development of a manual for strategic environmental impact assessments of transport infrastructure networks and corridors. Following the requirements set out in the Decision (1692/96/EC) on Community guidelines for the development of the trans-European transport network, the Commission intends to conclude a contract for the development of a methodological manual for the strategic environmental assessment of transport infrastructure networks and corridors (covering all modes). The manual should take the form of a user-friendly guidebook, aimed notably at authorities that plan to carry out a strategic environmental assessment. During the work an expert panel should be consulted in order to ensure that the draft is subject to a wide review. The organization of these expert panel meetings is part of the contract.
