The European Commission has adopted two Decisions on common technical Regulations for the pan-European integrated services digital network (ISDN). The two Decisions concern respectively basic access and primary access. They repeal Decisions dating from 1994 on technical specifications of equipment which were introduced for a transitional period. The harmonized standards applicable are as follows: - Basic access: TBR 3 ISDN - Attachment requirements for terminal equipment to connect to an ISDN using ISDN basic access; - Primary access: TBR 4 ISDN - Attachment requirements for terminal equipment to connect to an ISDN using ISDN primary rate access. Both of these standards were adopted by the European Telecommunications Standards Institute (ETSI) in November 1995. The annexes to the Decisions list a number of parts of these harmonized standards which are not applicable.
