The European Commission, DG XIII, has published an invitation to tender for the completion of a study examining the development of the digital television market throughout the European Union. The report will look at the development of digital technology services, including technical and commercial developments with regard to conditional access to digital television services. The contracting party will concentrate essentially on data collection, and the analysis and presentation of this data. The study will comprise: - An accurate and pragmatic method for the periodic collection of data able to provide a reliable, overall and comparable picture of digital television services in the European Union in their entirety; - Data collection at national level for all Member States (the structure, organization and means of data storage and supply in electronic form must enable sheets to be prepared and comparisons to be made at several levels - European, national, by service, by operator, by satellite, by TV-channel package, etc.); - An analysis of the market's condition and trends as well as strategic positions of the main actors and evolution of the market structure; - The production of a reference document on the market, to be modified periodically throughout the contract period, including all the data per Member State. The study should be completed within 36 months of the signature of the contract.
