The European Commission, DG XI, has published an invitation to tender for the completion of a survey of VVER codes and standards and supplementary licensing requirements in Russia and other European countries. The purpose of this study is to establish a detailed account of design code requirements in Russia and other European countries operating VVER reactors. The study will also cover national laws and licensing requirements aimed at ensuring the safety and structural integrity of NPP. The study shall provide recommendations on a methodology for comparison of national requirements, in order to assess the potential for achieving greater harmonization or convergence of structural integrity requirements between Russia, Eastern and Western European countries. The following items shall be covered: - Identification of Russian and other European national requirements for the structural integrity of Russian-designed VVER reactor types for the primary or main coolant circuit components: . a) Regulatory requirements, including additional criteria to satisfy licensing for nuclear power plant construction and operation; . b) Nuclear codes and standards either established or under development; . c) Industrial (non-nuclear) codes and standards supporting a) and b) above; - Assessment of the state of development of Russian-based procedures, in particular, to identify Western methodologies which have been assimilated into national requirements; - Recommendations on a methodology for a comparison of national requirements, identifying equivalencies and differences, in order to assess the potential for achieving greater harmonization or convergence between Russia, Eastern and Western European countries. The study should be completed within 18 months of the signature of the contract.
