Application of the pressure equipment Directive
The European Commission, DG III, has published an invitation to tender for a study on the harmonization of inspection techniques relating to pre-normative research in support of the application of the pressure equipment Directive (PED). The study comprises the following tasks: - Task 1: Review of the state-of-the-art of the NDE techniques and of their assembling in procedures for the inspection of pressure equipment; - Task 2: Extensive survey in collaboration with the European pressure-equipment (PE) industry and certification bodies; - Task 3: Verification by certification bodies and the industry of pressure equipment, of the validity of performance demonstration called hereafter "qualification". - Task 4: Verification with certification bodies and industry that the harmonization of inspection (completeness, effort, scheduling, etc.) for similar installations in different environments but also for different components or similar components made of very different materials could be based on risk evaluations which lead to inspection objectives, such objectives being homogeneous whatever the component is. This risk analysis leads to effectiveness requirement of inspection and thus to the qualification level needed; - Task 5: Elaboration of a European methodology for inspection qualification, taking into account the work done for instance by the European Network for Inspection Qualification (ENIQ) and by EPERC (European Pressure Equipment Research Council); - Task 6: Plans of required actions for the implementation of the measures recommended and, if applicable, for the piloting of the application of the qualification methodology proposed.
