The European Commission, DG XI, has published an invitation to tender relating to completion of a study on the development of a strategy for the promotion and marketing of the European Union's Eco-Label award scheme. The aims of the study are to: - Analyse promotion and marketing strategies for successfully promoted products in Eco-Label schemes (Blue Angel, Nordic Swan); - Identify market opportunities for the EU Eco-Label; - Develop a marketing strategy for the exploitation of those opportunities and the promotion of the Eco-Label under the existing scheme. This should be done by undertaking: - a) An analysis of the promotion activities (initial five to six years) in the development of the EU Eco-Label scheme in comparison with the Nordic Swan and the German Blue Angel schemes in general and, more specifically, for three specific product groups; - b) The development of success criteria for the marketing of the Eco-Label and development of objectives for a marketing strategy for those product groups; - c) The development of three alternative marketing strategies (one strategy for each product group) for a predetermined budget at EU level. The strategy proposals have to be developed within the existing framework of the EU Eco-Label scheme, which means that changes to the rules of the current EU scheme are not to be considered; - d) Finally, proposals for a general marketing strategy of the EU label should be presented. The whole study must be completed within nine months from the date on which the contract is signed.
