The European Environment Agency (EEA) has published an invitation to tender for assistance in the supervision and development of chapters for the 1998 EEA Report on the State of the Environment. The EEA has as its main duty to produce objective, reliable and comparable information for those concerned with framing, implementing and further developing European environmental policy, and for the wider European public. One of the most important means of publishing and disseminating the information is through State of the Environment reports. The EEA is now preparing itself for the compilation of the next three-yearly report, which has to be ready for December 1998. The geographical scope of the report aims at coverage of the EU15, Norway, Iceland, Liechtenstein, the ten Central and Eastern European accession countries, the Arctic and Baltic regions bordering the EU and the trans-boundary Mediterranean regions. The report will describe the present and the foreseeable state of the environment. Priority areas, in particular, transfrontier, plurinational and global phenomena, shall be covered. Future trends and developments in economic sectors that influence the trend in the state of the environment will be taken into account. To complete the organizational set-up by the Agency for the management of the development and drafting of the chapters, the Agency is looking for consultants with expertise in environmental economics, geography and earth sciences. The consultants will have to assist in the coordination of the integrated assessments (including, when possible, outlooks) of specific environmental problems and connected topics already being planned. This means that the consultants will have to supervise the drafting of the corresponding chapters. The problems and topics to be covered by this additional assistance correspond to a grouping of themes or chapters of the report. One consultant is required for each group or theme as follows: - 1) Demography, socio-economic development, trade and waste; - 2) Climate change, ozone depletion, acidification and photochemical smog; - 3) Biodiversity and the state of environmental media; - 4) Human health issues, accidents and hazardous substances; - 5) Regional analyses (urban, rural, coastal, mountain). The EEA's capacity needs to be supplemented by contracting consultants for assisting in the overall coordination, mainly the supervision of the writing and the delivery of a set of connected chapters. This includes technical and scientific discussions with the writers of the different chapters. These writers are either members of the so-called European topic centres, which work under contract to the EEA, or external consultants selected under a previous Agency call for tender (EEA/AIA/005/97). These discussions will be organized and steered in close contact with the EEA 1998 report project manager. Detailed information on the aims of the EEA 1998 report, its scope and contents will be made available on request, together with the technical specifications developing the requirements for the present call for tender. The work is to be executed over a period of 10 months starting in January 1998. The work will involve frequent contacts and close collaboration with the EEA 1998 report project manager. Contacts with the writers and experts of the EEA European topic centres will be the core of the work.
