EEA State of Environment Report - Mapping and geographical analysis of hot-spots
The European Environment Agency has published an invitation to tender relating to the mapping and geographical analysis of hot-spots, within the context of the preparation of the forthcoming State of the Environment Report. This notice cancels and replaces that which was published in the Supplement to the Official Journal of the European Communities of 16 September 1997 (No S 179 of 16.9.1997 p. 27). The European Environment Agency (EEA) has as its main duty to produce objective reliable and comparable information for those concerned with framing, implementing and further developing European environmental policy, and for the wider European public. One of the most important means of publishing and disseminating the information is through state of the environment reports. The EEA is now preparing itself for the compilation of the next three-yearly report, which has to be ready for December 1998. The geographical scope of the report aims at the coverage of EU 15, Norway, Iceland, Liechtenstein, the ten Central and Eastern European Accession countries, the Arctic and Baltic regions bordering the EU and the trans-boundary Mediterranean regions. The report will describe the present and the foreseeable state of the environment. Priority areas, in particular, transfrontier, plurinational and global phenomena shall be covered. Future trends and developments in economic sectors that influence the trend in the state of the environment will be taken into account. To complete the organization set up by the agency for the production of the EEA98 report, which is based on the related activities of the agency's information and observation network (EIONET), the Agency is looking for consultants with particular expertise in the geographical analysis of environmental patterns. The consultants will have to produce a number of 'hot-spot' maps and to carry out related analyses. This activity aims at developing appropriate integrated geographical analyses of the conjunction of different environmental problems and connected topics assessed in the report, in order to map and characterize different hot-spots which affect particular areas. The consultants will have to prepare and to steer the production of the corresponding maps as well as the related analyses in support of the writing of the chapters. The problems and topics to be covered by this additional expertise should correspond to most of the themes of the report The work will involve compiling, analysing and mapping tasks based on the information and material made available by the Agency. Complementary data collections by the consultants in order to produce relevant maps in the context of the report are not excluded. This additional data gathering is estimated to cover a maximum of 20% of the needed data. The work is to be executed over a period of 5 months, starting in February 1998. The work will involve frequent contacts and close collaboration with EEA staff in Copenhagen in charge of coordinating the production of the report and of preparing the maps to be included in the various chapters. Contacts with the writers and experts of the EEA European topic centres will be organized as much as necessary.
