Evaluation of the Employment and ADAPT Community Initiatives
The European Commission, DG V, has published an invitation to tender relating to the evaluation, at European Union level, of the Employment and ADAPT Community Initiatives. The European Social Fund's (ESF) programming period 1995-1999 includes both Community Initiatives ADAPT and Employment, with the latter subdivided into four themes: NOW, HORIZON, YOUTHSTART and, since 1997, INTEGRA. The total number of projects currently running in the EU is 1,290 for ADAPT, 770 for NOW, 493 for YOUTHSTART, 767 for HORIZON and 376 for INTEGRA. The Commission seeks to appoint an evaluator capable of carrying out an evaluation with a European dimension on aspects of transnationality, innovation and mainstreaming in Employment and ADAPT. This Community-level evaluator will be called upon to carry out an evaluation of the added value provided by the Community Initiatives Employment and ADAPT simultaneously and in summary form for all Member States. The Commission wishes this evaluation to cover all activities undertaken under Employment and ADAPT in 15 Member States since 1995. The evaluator will draw up two reports: one mid-term evaluation report and one final evaluation report. These should complement the national reports prepared by the Member States. An important task of this evaluation with a European dimension will be to describe and analyse how transnational activities were implemented among the various Member States. A detailed overview of the type of activities developed within the framework of transnationality and an evaluation of the link between transnationality, innovation and mainstreaming must be drawn up. The contract is divided into two lots, one for ADAPT and one for Employment. Tenders may be submitted for both lots. The contract must be completed by 31 December 2000.
