EC standard international telephone access code "00"
A Council Decision on the introduction of a standard international telephone access code in the Community (92/264/EEC of 11 May 1992) establishes for this purpose the dialling prefix "00". The standard code is to be introduced in Member States' public telephone networks by 31 December 1992 at the latest, except in cases where a telecommunications organization experiences particular technical, financial or organizational difficulties. In this case the Member State shall communicate to the Commission, with explanation, a new date (not later than 31 December 1998) for the introduction of the prefix.
