Economic instruments and water
The seminar will address the advantages of economic instruments, exploiting market mechanisms, versus command and control instruments and their potential capability to improve water quality and management. The key question will be whether their use is effective and efficient.
The role of environmental taxes and charges in the water sector will also be addressed, including problems of interregional and intergenerational equity. The seminar will also cover the crucial issue of financing investments through general taxation, or through water taxes and tariffs, and the role of existing subsidies and VAT mechanisms. The general issue of acceptability problems will also be discussed, as well as the implications for a postponement of the adoption of a general water price increase.
