A conference entitled "Wheels of change" will be held in London, United Kingdom, from 9 to 11 November 1998. The aim of the event will be to examine the use of transport information, publicity and community education programmes to change attitudes and travel behaviour and to reduce car use. The discussions will draw on recent European Commission research in order to carry out a thorough review of current thinking and best practice. The conference will open with addresses from representatives of the European Commission, DG VII, and the UK Government.

The topics to be covered during plenary sessions will include:

- The role of information, publicity and Community programmes in traffic reduction policies;
- Success stories from across Europe;
- Who can influence travel behaviour?
- Planning successful campaigns - putting policy in practice;
- Implementing national campaigns to change travel behaviour;
- Coordinating initiatives and forming partnerships - the way forward.

In addition, workshops will be organised during the conference. The first will address the roles and requirements of different organisations, examining in particular the roles of local authorities, public transport operators and authorities, and the roles of environmental organisations, cycling and walking groups. The second workshop will discuss different approaches and techniques for changing travel attitudes and behaviour, examining in particular public awareness campaigns, working with schools and businesses and working with public transport users.
