Professor Ruberti insists on qualitative jump in training measures
Professor Ruberti went on to explain that in order to solve the problem of young people out of work and without qualifications, the primary objective must be the development of schemes that will ensure links between schooling and professional sectors. At the same time, it is essential to anticipate the changing criteria of the job market in terms of professional qualifications.
In addition to the specific actions undertaken by the Member States, Professor Ruberti believes that a series of measures could and should be undertaken at Community level. In particular:
- Improvement in the quality of innovative training techniques;
- Creation and development of a European dimension of training, expertise and qualifications;
- Development of training curricula to correspond to pan-European needs.
Professor Ruberti pointed out that, as indicated in the Commission's working document on the subject (COM(93) 183 of 5.5.1993) future actions in this direction would involve the simplification and rationalization of existing training programmes. They would also include efforts to strengthen links between these programmes and those that are not, strictly speaking, devoted to training but which nevertheless play a role in developing the Community's economic strengths and general well being.
