The European Commission has published prior information for an invitation to tender for public contracts setting up accompanying measures for specific programmes implementing the Fifth Framework Programme (FP5) for Research, Technological development and Demonstration (RTD) (1998-20002). The actual call will be published in the Official Journal during 1999. The call will be concerned with the following specific programmes: - Improving the quality of life and management of living resources; - Promoting competitive and sustainable growth; - Energy, environment and sustainable development; - Confirming the international role of Community research; - Promotion of innovation and encouragement of SME participation; - Improving human research potential and the socio-economic knowledge base. The contracts will take the form of framework, study, consultants, and services contracts involving: - Studies whereby the technical content is defined exclusively by Commission services; - The organization by third parties, on behalf of the Commission, of conferences, seminars, work groups or other scientific and technical meetings; - Use of external expertise capabilities, including access to scientific databases; - Scientific publications; - All computer services; - Training activities associated with research covered by the specific programmes concerned; - All advertising services. Furthermore, indirect research actions, including some measures accompanying the implementation of specific programmes, are the subject of calls for proposals, within the terms of the Council Decision of 22.12.1998 relating to the rules of participation of firms, research centres and universities, and relating to the rules of the dissemination of research results for the implementation of FP5.
