The Environment Institute, part of the European Commission's Joint Research Centre, has published an invitation to tender concerning the development and maintenance of the EUSES software (EU System for the Evaluation of Substances). A major task of the European Chemicals Bureau (ECB), managed by the Institute, is the coordination of risk assessment for newly notified and existing chemical substances within the EU risk assessment programme. This involves Member States' authorities and industry, as well as the European Commission. In order to facilitate the risk assessment process, the ECB offers all involved parties access to the EUSES software programme. It enables users to carry out all exposure and effects calculations defined in the "Technical Guidance Documents for risk assessment of new and existing substances" for the characterization of the risks for human health and the environment. The programme is used by authorities in all EU Member States and OECD countries, and by producers and importers of chemical substances, consultants and non-governmental organizations. The present invitation to tender addresses software developers who could assist the ECB in maintaining, modifying and extending the EUSES software. Such modifications would be required to adapt the system to technical progress, to changes in the Technical Guidance Documents, and to changed hardware and system environments. Extensions will facilitate the Commission's and the Member States' use of the software. The work is to be completed by August 2000. The contract might then be extended until April 2003.
