The DECIPHER project is a research initiative aimed at delivering advanced methods and tools for the design and evaluation of climate and environmental policies. The project responds to the need for effective policy measures that can address the escalating climate and environmental challenges we face globally. The project’s objectives are deeply rooted in the principles of transparency, inclusivity, and collaboration, seeking to engage different stakeholders ranging from policy makers to modelers and academics in a co-creation process. The project advances its objectives through a series of tasks and activities that include the organization of co-creation workshops, development of stakeholder engagement tools, development of modelling tools accounting for the interaction between economic decisions and biodiversity and creation of decision-making supporting tools. These activities are designed to foster a collaborative environment and facilitate the exchange of knowledge and insights among different stakeholders. In the broader political and strategic context, the DECIPHER project aims to support policy-making by providing robust, evidence-based recommendations. It seeks to increase transparency in tools support policy-making and improve the use of economic methods and tools in policy design and evaluation. The project also emphasizes the importance of considering extreme events and systemic risks in policy-making, and it is developing a framework for assessing climate-induced financial risks. Through its research and activities, the project aims to contribute to the design of more effective and resilient climate and environmental policies, thereby helping to mitigate the risks and challenges posed by climate change.
The main achievements during this period are reflected in the successfully submitted deliverables. These include:
- Quality Assurance Plan (D8.1) Risk Management Plan (D8.2) and Data Management Plan (D8.3) led by E3M, which set the groundwork for the project's operations and data handling.
- The Communication and Dissemination Strategy (D7.1) led by UDEUSTO, which outlined the project's approach to sharing its findings.
- The document highlighting Shortcomings in existing economic methods and suggestions for operational advancements (D4.1) led by UNEXE. This deliverable provided critical insight into how economic methods can be improved for the project's purposes.
- The Scoping and Solutions workshop papers (D1.1) led by BRUEGEL, which facilitated discussion and idea generation among stakeholders.
- Contours of a novel framework of Risk- Opportunity Analysis (D5.1) led by UNEXE, which provided a new approach to understanding and assessing risk and opportunity in the context of the project.
- Factors and dynamics influencing integrated environmental policy-making (D2.1) led by TU Delft, and Integrated indicators and test simulations for the assessment of biodiversity impacts (D3.1) led by SRU. These deliverables provided useful insight into policy-making and biodiversity impacts.
- Evaluation of multi-criteria methods, tools, metrics and data for enhanced decision-making of policies (D5.2) led by UDEUSTO, which evaluated and improved decision-making tools and metrics.
These deliverables represent significant milestones in the DECIPHER project's progression and are a testament to the scientific and technical progress made during the M1-M18 period.
The Decipher project has so far achieved a number of milestones contributing to the innovative model development, linking economic decisions and biodiversity impacts and better understanding the priorities of stakeholders. Key results include the successful organization of technical and policy workshops, development of model maquettes going beyond the state of the art on model dynamics, financial sector representation and employment. A project website and social media channels for effective communication and dissemination has been established. The co-creation workshops have facilitated the integration of diverse perspectives into the project, enhancing the quality and relevance of the findings. Looking ahead, several key needs have been identified to ensure the project's further success. These include the need for additional research to refine the project's findings. It is also necessary to ensure open access and high visibility of model results so as to facilitate their adoption by other teams.
