INNAXE project was conceived as a “Preparatory action for setting up joint programmes among innovation ecosystems actors”, aiming at measuring the ecosystems innovation capacities and pain points, and assessing the impact of the actions and programs that cluster organisations deliver to their ecosystems’ to interconnect players and boost innovation.
The project intended to reflect on the suitability of the support actions and programs that cluster organisations deployed on their ecosystems in relation to the innovation index of the partner regions. The project intended to broaden its scope to include other ecosystems from the EU and Associated countries through the associated partners and the Council of European BioRegions (CEBR), a partner in this project representing almost 50 BioRegions across Europe.

INNAXE has generated best practices that might foster the dialogue and interconnection between cluster organisations in Europe and increase the impact of the partners’ actions in the EU context.

As specific objectives:

Objective 1 Map and Measure the partners’ ecosystems assets, capacities, needs and pain points:
To better support cluster management organizations in their tasks of collecting significative data from their ecosystems, the consortium agreed on certain categories of information and a set of relevant indicators monitored by the partners to analyse their ecosystems.

Objective 2 Assess the impact of programmes and services:
Cluster organisations deliver value to their ecosystems in the form of programmes and services aimed at connecting, accelerating and scaling up innovation and talent, boosting competitiveness, and supporting the players in facing challenges. With a grounded research design, the consortium targeted programs directed to promoting entrepreneurship and tech transfer, facilitating access to investment, promoting innovation adoption etc.

Objective 3 Benchmark practices among partner regions:
This specific objective entailed setting a common set of indicators to assess the impact of programs and services to SMEs and other stakeholders among ecosystems, also identifying the most valuable practices and analysing them in connection to the innovation performance index of a region.

Objective 4 Strengthen the dialogue and scale-up the reflection:
INNAXE partners intended to open the dialogue with stakeholders at regional, national and European levels through co-creation and foresight methodologies implemented through their networks, with their regional authorities and with EU wide organisations like EURADA, ERRIN, EER, EEN, ECA, etc. This objective responded to the intention to align agendas, policies and strategies across Europe.

Objective 5 Define and prepare a joint long-term program (action plan):
The fifth and last objective of the consortium was to integrate all the learnings and analyses into a long-term Joint Programme (initially referred to as JAP, Joint Action Plan), that allowed to implement the pathway to impact methodology actions, that would be easily scalable at EU-level, and that fostered inclusive and sustainable innovation at EU level.
The outcomes of INNAXE have contributed to strengthen the interconnection among European Life Sciences and Healthtech innovation ecosystems, increasing their efficiency and innovation capacities. The consortium is composed of 6 leading regional, national and EU-wide cluster organisations and networks from Catalonia (Biocat, ES, coordinator), Île de France (Medicen, FR), Rhine-Neckar (BioRN, DE), Bulgaria (Health and Life Sciences Cluster, BG), Denmark (DLSC, DK), and (CEBR, BE).

INNAXE has helped the partners to better understand the pathway to impact concepts and metrics. The consortium has included this logical framework into a joint actionable programme towards more interconnected, inclusive, sustainable, dynamic and competitive Life Sciences and Healthcare innovation ecosystems across the EU and Associated countries.

As main achievements:
- The partners gathered a list of practices from their networks, used to collect, store and circulate knowledge from the Life Science and healthcare sector. The results were linked to the summary innovation index of the RIS (Regional Innovation Scoreboard) to identify trends and relate to impact assessment of the cluster programs and services.
- The consortium analysed and reflected on how cluster management activities performed by their organizations were connected to their strategic goals, their ecosystems’ strengths and weaknesses and the impact achieved with their actions.
- The consortium identified six of the challenges most frequently faced by Life Science and Healthcare clusters and developed an impact evaluation tool based on the logical framework approach to support the design of a Joint Programme to address these challenges. The framework includes indicators to measure outputs, outcomes and impact. All consortium partners completed an impact assessment of their programmes and actions. To better implement the logical framework methodology, the partners participated in an Impact Assessment training provided by an expert on the subject.
- INNAXE provides insights in the form of a framework to support clusters in their definition of services and programs drawing on the specific strengths of each region, to increase the capabilities of territories that are, according to the RIS, emerging and moderate innovators.
- The partners engaged key players from the quadruple helix. Such complementarities and further synergies would be crucial to engage policy makers and stakeholders in the JAP and ensure the long-term impact of INNAXE.
- The consortium implemented a series of dissemination and outreach activities, for example those targeted to cluster organisations like the CEBR Annual Meeting, and with high level strategic the meeting like the one celebrated with former Commissioner Mariya Gabriel, INNAXE has been able to attract attention and engage other European players.
- INNAXE intends to continue as with the implementation of a JAP that has validated by relevant stakeholders (among them, the Associated Partners representing the quadruple helix) and defines a collaboration framework for five years (2024-2029). The consortium has committed to seek potential funding sources to ensure its implementation. To define the main JAP lines and activities, the consortium underwent a series of workshops and an onsite cocreation retreat (in Denmark).

- INNAXE set of indicators to assess the impact of programs and services of clusters & develop a toolkit for impactful actions.

- INNAXE toolbox for impact assessment, a logical framework approach to directly connect activities of cluster management organizations with impacts on their strategic goals, as well as strengths and weaknesses identified during benchmarking. This could lead to the development of more targeted and effective cluster strategies in the future.

- A Ready-to-Execute Plan for the following 5 years has been defined, with an organisation structure involving all partners, developing 9 lines of activities with high impact on healt ecosystems.
