Periodic Reporting for period 2 - EU-CIP (European Knowledge Hub and Policy Testbed for Critical Infrastructure Protection)

The EU-CIP consortium has established the European Cluster for Securing Critical Infrastructures (ECSCI), which consolidates over 40 EU projects focused on security and resilience. The primary goal of EU-CIP is to create a pan-European knowledge network that supports policy makers in developing data-driven, evidence-based policies and boosts the innovation capacity and competitiveness of infrastructure operators, authorities, researchers, and innovators.
The project's strategy is structured around 3 main objectives:
1. EU-CIP Analysis: Enhancing Europe's capability to analyze research outcomes, technologies, and policies, fostering data-driven, evidence-based policy and innovation development.
2. EU-CIP Amplify: Maximizing the impact of research and innovation activities in CIP/CIR through support and solution validation services, aimed at strengthening resilient infrastructures.
3. EU-CIP Ecosystem: Establishing a Knowledge-Hub and fostering a vibrant ecosystem of engaged stakeholders focused on the project’s outcomes.
The expected impacts include:
• Enhanced Resilience of Critical Infrastructures: Through comprehensive analysis, the project will identify and address gaps.
• Evidence-based Policy Development: By aggregating and analysing a broad spectrum of data, the project supports the creation of more effective policies for CIP/CIR.
• Boosting Innovation and Competitiveness: By offering advanced information analysis capabilities and innovation support services, the project will enhance the capacity of European innovators, particularly in exploiting and commercializing research outcomes.
• Fostering a Collaborative Ecosystem: The establishment of a vibrant ecosystem of stakeholders will facilitate knowledge sharing, collaboration, and the co-creation of solutions, enhancing the collective ability to address CIP/CIR challenges.
The Open Call Type B was successfully concluded with nine innovators, who received financial support and tailored guidance for validating and promoting their solutions through the Virtualized Laboratory and the Knowledge Hub.
WP2 finalised the project’s digital backbone, making the Knowledge Hub publicly available and enriched with sections on standards, technologies, suppliers, and solutions. Dashboards and continuous-update mechanisms were deployed to ensure transparency and long-term maintainability.
WP3 strengthened analytical and foresight capabilities, completing the Anticipatory Data Curation methodology and updating the FAIR Data Observatory. Twelve whitepapers and several roadmaps were finalised with the support of the International Advisory Board, providing evidence-based insights into future research, regulatory trends, and sectoral capability gaps.
WP4 reached full maturity with its innovation services portfolio, including training modules, business-support tools, validation services and 18 learning paths, all made accessible through the Knowledge Hub. WP5 maximised community engagement through three Annual Conferences, broad participation in EU events, and the creation of a stakeholder database exceeding 24,000 entries.
Objective 1 – EU-CIP Analysis:
The project provides an integrated view of policies, technologies, research outcomes, and standards across the CIP/CIR landscape. This supports data-driven policymaking and helps align EU priorities with future R&I and capability-development needs.
Objective 2 – EU-CIP Amplify:
EU-CIP has established a structured set of innovation support, validation, and commercialization services that reduce fragmentation and enable a sustainable pathway for market uptake of CIP/CIR solutions.
Objective 3 – EU-CIP Ecosystem:
The Knowledge Hub provides the first unified European platform where stakeholders can access, validate, and reuse knowledge, solutions, and training resources—ensuring long-term continuity beyond the project’s lifetime.
