Innovation and policy development for Resilient Infrastructures and Critical Infrastructure Protection (CIP) is a complex, multi-disciplinary process that must involve different stakeholders and must analyse a very rich set of data and information from different sources. The EU-CIP project is designed to address critical gaps and needs in the realm of Critical Infrastructure Protection (CIP) and Critical Infrastructure Resilience (CIR) across Europe.
The EU-CIP consortium has established the European Cluster for Securing Critical Infrastructures (ECSCI), which consolidates over 40 EU projects focused on security and resilience. The primary goal of EU-CIP is to create a pan-European knowledge network that supports policy makers in developing data-driven, evidence-based policies and boosts the innovation capacity and competitiveness of infrastructure operators, authorities, researchers, and innovators.
The project's strategy is structured around 3 main objectives:
1. EU-CIP Analysis: Enhancing Europe's capability to analyze research outcomes, technologies, and policies, fostering data-driven, evidence-based policy and innovation development.
2. EU-CIP Amplify: Maximizing the impact of research and innovation activities in CIP/CIR through support and solution validation services, aimed at strengthening resilient infrastructures.
3. EU-CIP Ecosystem: Establishing a Knowledge-Hub and fostering a vibrant ecosystem of engaged stakeholders focused on the project’s outcomes.
The expected impacts include:
• Enhanced Resilience of Critical Infrastructures: Through comprehensive analysis, the project will identify and address gaps.
• Evidence-based Policy Development: By aggregating and analysing a broad spectrum of data, the project supports the creation of more effective policies for CIP/CIR.
• Boosting Innovation and Competitiveness: By offering advanced information analysis capabilities and innovation support services, the project will enhance the capacity of European innovators, particularly in exploiting and commercializing research outcomes.
• Fostering a Collaborative Ecosystem: The establishment of a vibrant ecosystem of stakeholders will facilitate knowledge sharing, collaboration, and the co-creation of solutions, enhancing the collective ability to address CIP/CIR challenges.
During this time, the project effectively managed two Open Calls (Type A and Type B) to engage external experts and organizations, expanding the project's scope. A reference model for Critical Infrastructure Protection/Resilience (CIP/CIR) data and entities was developed alongside a framework of key indicators, grounding the EU-CIP ecosystem. At the core of this ecosystem is the Knowledge-Hub, a centralized platform for the project's knowledge assets, available online at https://knowledgehub.eucip.eu(se abrirá en una nueva ventana).
The project also established structured data collection methods and regular surveys to capture insights into critical infrastructure information. Additionally, the International Advisory Board (IAB) was set up. The EU-CIP FAIR Data Observatory was designed and implemented to enhance insight into EU critical infrastructure resilience.
Biannually, new issues of roadmaps were released (D3.5 D3.6 D3.7) alongside the creation of five Whitepapers focusing on different sectors. The project also tackled Innovation Management and Virtualized Solutions Validation Services, identifying significant opportunities within the CIP/CIR domains and analyzing advanced technologies to bridge capability gaps. Key developments included the establishment of a Virtualized Laboratory and CIP Solutions Testbed, which provide essential services for testing and validating new CIP solutions.
Communication and dissemination strategies were actively pursued, highlighted by the organization of annual conferences and updates to the project’s digital presence.
Efforts were made to nurture the project's ecosystem, focusing on the active engagement of registered and profiled stakeholders, enhancing the project's community and outreach.
EU-CIP offers advanced information analysis capabilities for evidence-based policy making and innovation support services for exploiting and commercializing research outcomes.
Key results (linked to the project objectives) include:
• Objective 1 - EU-CIP-ANALYSIS: This involves a COIN-based methodology for continuous desk research, fostering data-driven policy and innovation. A structured, searchable repository of standards and policies based on FAIR data principles. Whitepapers and Sectorial Studies cover specific sectors and are part of the ongoing analysis and feedback collection. In EU-CIP were produced 5 Sectorial Whitepaper. Through this open call, 7 experts were successfully recruited into the project, providing pivotal support to the EU-CIP in the validation of its produced results and offering further feedback.
• OBJECTIVE 2 - EU-CIP-AMPLIFY: Innovation Management Services support innovators, including SMEs, in developing and commercializing their products. This includes business support, marketing, training, mentoring, and technical support. A virtualized lab supports the validation and testing of standardized solutions and certification schemes. • OBJECTIVE 3 – EU-CIP-ECOSYSTEM: EU-CIP Knowledge Hub is a dynamic portal infrastructure providing a single point of access to all the project’s results. The EU-CIP project has successfully established a Consolidated CIP Stakeholders’ Community by developing the EU-CIP Stakeholders Database.
