The MEDiate project was designed to address critical gaps in Europe’s ability to assess and manage multi-hazard and cascading disaster risks. Traditional single-hazard approaches fail to capture interacting events, dynamic exposure, and evolving vulnerabilities influenced by climate and socio-economic change. MEDiate responds by developing a comprehensive, operational framework that advances multi-hazard science, integrates physical and social vulnerability models, and delivers a Decision Support System (DSS) that allows authorities, infrastructure operators, and communities to explore plausible scenarios and assess mitigation actions.
The project followed a clear pathway to impact that combined technical innovation with extensive stakeholder engagement across four European testbeds. Through participatory workshops, PAR cycles, serious games, and DSS demonstrations, stakeholders co-designed and validated methods, ensuring alignment with real operational needs and governance structures. The resulting DSS integrates multi-hazard indicators, dynamic exposure and vulnerability modelling, resilience metrics, and simulation tools that allow users to visualise impacts, compare strategies, and communicate uncertainty transparently.
MEDiate contributes directly to major European policies and frameworks, including the EU Civil Protection Mechanism, the Climate Adaptation Strategy, the Green Deal, and the Sendai Framework. The project also strengthens risk governance by fostering shared understanding across public authorities, critical infrastructure operators, NGOs, and citizens. Its outcomes support better preparedness, reduced losses, and more inclusive and evidence-based decision-making.
Social sciences and humanities expertise was embedded throughout the project, guiding stakeholder engagement, participatory design, behavioural insights, ethical and legal assessments, and governance analysis. This interdisciplinary foundation ensured that scientific developments were embedded within realistic institutional and societal contexts. MEDiate ultimately delivers a robust, people-centred multi-hazard decision-support environment that enhances resilience and provides a foundation for sustained uptake and cross-border cooperation.
