Periodic Reporting for period 2 - SEETIP Ocean (Support to SET Plan Implementation Working Group and European Technology and Innovation Platform for Ocean Energy)
Reporting period: 2024-02-01 to 2025-07-31
This mission is broken down into 6 objectives:
1. Maximise European scientific excellence in ocean energy
2. Make sustainability and the Just Transition an integral part of ocean energy’s development
3. Build a deeper understanding of how ocean energy can optimally fit into the wider energy, industrial & infrastructure systems and planning systems, and help realise this integration
4. Empower the SET Plan Ocean Energy Implementation Working Group and other public authorities by monitoring, analysing and reporting annual commentary on the sector’s progress
5. Reinforce and expand the ocean energy network through strong outreach actions
6. Continue the work of ETIP Ocean and SET Plan Ocean Energy IWG after the project ends
Ocean energy can power European society and economic life with electricity that is renewable, dependable and in harmony with local communities and environments. To reach this potential, sectoral stakeholders must collaborate, share knowledge and avoid duplication of efforts. SEETIP Ocean will do this by supporting the activities of both the European Technology & Innovation Platform for ocean energy (ETIP Ocean) and the SET Plan Ocean Energy Implementation Working Group.
The project’s objectives were achieved through coordination actions bringing individuals and organisations together to exchange knowledge, create new knowledge and build more and deeper connections. Widespread knowledge-sharing was facilitated via webinars and workshops. Based on these exchanges, SEETIP Ocean published accessible studies and reports that were widely disseminated across and beyond the ocean energy sector. The SET Plan Ocean Energy IWG’s work was supported with annual updated information on sector’s progress and policy and funding support. Up-to-date and accurate data informs the IWG’s decision-making.
Social sciences and humanities (SSH) were integrated in WP2 Task 2.1. The “Best Practices” report is based on surveys and semi-structured interviews, derived from methods commonly used in SSH. An SSH expert designed, coordinated and executed the work to produce the report.
• D1.2 Strategic Research and Innovation Agenda
• D3.4 Joint report with ETIP Wind on integration of ocean energy and offshore wind
• D3.6 Booklet on ocean energy’s integration into Europe’s electricity system
• D4.2 Annual Report II
• D4.3 Annual Report III
10 webinars and 4 workshops were organised during the reporting period. Some of the webinars and workshops were organised in collaboration with EU project or international initiatives. The webinars and workshops reinforce the collaboration and knowledge-sharing among sectoral stakeholders. They covered a wide range of topics and included 2-3 presentations from experts, coupled with comprehensive Q&A sessions. The recordings and presentations slides were published on the project website.
Organised webinars/workshops:
• 10 webinars:
1. Off-grid applications of ocean energy
2. Technology Working Group webinar: Draft Strategic Research & Innovation Agenda presentation
3. Technology Working Group SRIA Update
4. Launch of the updated Strategic Research & Innovation Agenda
5. ETIP Ocean & IEA-OES webinar: Use of internationally agreed performance metrics in project development as part of Horizon Europe Ocean Energy funding applications
6. SafeWAVE Final Event: Streamlining the Assessment of Environmental Effects of Wave Energy – hosted by ETIP Ocean
7. Analysis & modelling tools for ocean energy

· The new SRIA describes an updated set of R&I priorities and a deployment plan to commercialise ocean energy.
· Over 500 structured interactions between ocean energy developers, researchers, utilities, OEMs, permitting authorities and funders have been facilitated through webinars and workshops.
· A workshop on co-location of wind and wave energy was co-organised with IWG Wind.
· Produced 3 reports aimed at facilitating ocean energy’s integration into the wider electricity system: the report on infrastructural requirements; the joint study on offshore wind and ocean energy; booklet on ocean energy’s system benefits.
The following results will improve public perception of ocean energy due to better community engagement practices, accelerating consenting of ocean energy:
· Best Practice guidelines on local community engagement was published.
· 4 webinars and 3 workshops on permitting and environmental impact topics were organised.
The following results will inform research and energy policies at EU and national level, creating supportive and collaborative frameworks for the development of ocean energy and driving deployments and cost reductions:
· Three Annual Reports on the progress of the sector were produced.
· Several OE-IWG meetings were organised.
· Joint recommendations with other ETIPs on how to include the role of R&I into the draft NECPs were produced and disseminated.
