Support to SET Plan Implementation Working Group and European Technology and Innovation Platform for Ocean Energy

Periodic Reporting for period 1 - SEETIP Ocean (Support to SET Plan Implementation Working Group and European Technology and Innovation Platform for Ocean Energy)

Période du rapport: 2022-08-01 au 2024-01-31

SEETIP Ocean’s mission is to enhance cooperation and collaboration amongst stakeholders both inside and outside of the European ocean energy sector.

This mission is broken down into 6 objectives:
1. Maximise European scientific excellence in ocean energy
2. Make sustainability and the Just Transition an integral part of ocean energy’s development
3. Build a deeper understanding of how ocean energy can optimally fit into the wider energy, industrial & infrastructure systems and planning systems, and help realise this integration
4. Empower the SET Plan Ocean Energy Implementation Working Group and other public authorities by monitoring, analysing and reporting annual commentary on the sector’s progress
5. Reinforce and expand the ocean energy network through strong outreach actions
6. Continue the work of ETIP Ocean and SET Plan Ocean Energy IWG after the project ends

Ocean energy can power European society and economic life with electricity that is renewable, dependable and in harmony with local communities and environments. To reach this potential, sectoral stakeholders must collaborate, share knowledge and avoid duplication of efforts. SEETIP Ocean will do this by supporting the activities of both the European Technology & Innovation Platform for ocean energy (ETIP Ocean) and the SET Plan Ocean Energy Implementation Working Group.

The project’s objectives will be achieved through coordination actions bringing individuals and organisations together to exchange knowledge, create new knowledge and build more and deeper connections. Widespread knowledge-sharing will be facilitated via webinars and workshops. Based on these exchanges, SEETIP Ocean will publish accessible studies and reports that will be widely disseminated across and beyond the ocean energy sector. The SET Plan Ocean Energy IWG’s work will be supported with annual updated information on sector’s progress and policy and funding support. Up-to-date and accurate data will inform the IWG’s decision-making.

Social sciences and humanities (SSH) were integrated in WP2 Task 2.1. The “Best Practices” report is based on surveys and semi-structured interviews, derived from methods commonly used in SSH. An SSH expert designed, coordinated and executed the work to produce the report.
SEETIP Ocean accelerates knowledge exchange and allows the sharing of valuable experience, learnings and information from across the ocean energy sector and beyond, through various reports and webinars.

In total, 4 publicly available reports were prepared during the reporting period. The reports ensure that learnings from the sector are effectively distributed and clearly communicated to a wider audience.
• Report on the prioritisation of research, technology and innovation challenges
• ‘Best Practice’ guidelines on community engagement
• Report on infrastructural and industrial production requirements
• Annual Report I

6 webinars and 5 workshops were organised during the reporting period. The webinars and workshops reinforce the collaboration and knowledge-sharing among sectoral stakeholders. They covered a wide range of topics and included 2-3 presentations from experts, coupled with comprehensive Q&A sessions. The recordings and presentations slides were published on the project website.

Organised webinars/workshops:
• 6 webinars:
o ETIP Ocean & Ocean DEMO webinar: Lessons learnt from wave energy deployments
o Go/no-go decision in Horizon Europe demonstration projects
o Navigate through permitting in the UK and France
o Reducing costs & risks: Practical experience in the application of standards
o Resources & tools for faster permitting of ocean energy
o Best practices for local community engagement
• 4 virtual ETIP Ocean Technology Working Group workshops
• 1 in-person workshop on the prioritisation of the research and innovation topics
The following results will facilitate technological collaboration across and beyond the ocean energy sector and inform policies on research and infrastructure:
· An updated set of R&I priorities has been produced, based on which the new SRIA will be built.
· Over 500 structured interactions between ocean energy developers, researchers, utilities, OEMs, consenting authorities and funders have been facilitated through webinars and workshops.
· Collaboration with IWG Wind was initiated.
· The report on infrastructural requirements was produced.

The following results will improve public perception of ocean energy due to better community engagement practices, accelerating consenting of ocean energy:
· Best Practice guidelines on local community engagement was published.
· 3 webinars on consenting and community engagement topics were organised.

The following results will inform research and energy policies at EU and national level, creating supportive and collaborative frameworks for the development of ocean energy and driving deployments and cost reductions:
· The first Annual Report on the progress of the sector was produced.
· OE-IWG meeting was organised.
· Joint recommendations with other ETIPs on how to include the role of R&I into the draft NECPs were produced and disseminated.
