MITRANO project proposes a path to achieve validated operational and technological solutions for the evolution of civil-military cooperation and interoperability in line with the overall SESAR ATM concept of operations by well capturing the specificities related to military mission objectives. The focus is on improved operational procedures and technologies that optimizes mission trajectories data management through common 4D trajectory information and user defined priorities in the network (support to Trajectory Based Operations) by building upon state-of the-art developments from previous relevant SESAR activities. Furthermore, the development and validation of laboratory CNS prototypes will provide the technology and the algorithms that improve the civil-military CNS interoperability in the surveillance domain throughout enhanced data protection.
The validated solutions will contribute to the digital transformation of European ATM, by using as core of information exchange, data sets created and disseminated automatically by technical systems, hence supporting operators and decision-makers to increase the efficiency of their activities.
Nevertheless, the project supports the implementation of a Green Single European Sky by reducing the airspace segregations in the ATM network, hence enabling all categories of airspace users to fly more direct and efficient routes with a positive impact to the reduction of emissions.
The validation activities are organized within three solutions: two operational and one technological, CNS related that ensure the development and validation of three overarching R&I topics:
• Mission Trajectory in the ATM network execution phase through associated network management and ATC processes; the overall aim is to demonstrate the applicability of MT data to NM tactical systems and processes for flow and capacity management and the management of MT in ATC strategic and tactical processes and tools. One key expected outcome is the validation of a generic CDM process between the Network Manager, in one side and the ATCOs on the other side with the Military AU for an effective integration of military ATM demand; the target maturity level is V3.
• Mission Trajectory with DMA of type 3; the aim is to develop and validate the AFUA concept element of DMA type 3 as integral part of MT management processes, from planning to execution; key expectation is is to prove that DMA type 3 represent a dynamic, safe, and flexible solution for the integration of mission trajectory into the ATM execution phase, which ensure a safety separation of military missions and supports alleviation of current complexity related to the tactical management of ARES target maturity level is V2.
• Security aspects for ADSB (Automatic Dependent Surveillance-Broadcast) phase overlay; the aim is to provide solutions to a possible increase of security for ADS-B by introducing authentication seeking to anonymize the current ADS-B messages while maintaining backwards compatibility; key expectations are the delivery of a cyphered electronic signature, implemented in the additional data bandwidth provided by the Phase Overlay feature for ADS-B, and tested based on ADS-B prototypes with Phase Overlay already installed, maintaining backwards compatibility with current versions as well as the definition of an initial key distribution management system; target maturity level is TRL-4.
The key operational expected results reside in uptake from civil and military ATM stakeholders of the MT validated concept and the associated network level civil-military CDM and on the DMA type 3 concept. Furthermore, ADS-B authentication layer and resilience to integrity attacks, and the definition of a management system capable of distributing authentication keys to aircraft is a key expectation.
The expected outcomes will bring performance benefits in the areas of airspace capacity, environment, operational efficiency, civil-military coordination, and security.
The project target audience includes: the military AU, ANSPs, civil AU, Network Manager, Industry, European Institutions, standardization and regulation bodies. Expected impacts:
- strategic: appropriate level of civil-military ATM interoperability and cooperation
- operational: enhanced operational efficiency to both civil and military operations; improvement in the resilience of the ATM infrastructure to potential ADS-B integrity attacks
- scientific: new operational models/methodologies suited to technological developments in both military and ATM system domains
- technological: advanced tool support to evolving requirements of military and civil airspace users; new generations of ADS-B transponders with security means implemented
- societal: lower impact on environment thanks to reduced CO2 emissions enabled by enhanced operational efficiency in the usage of airspace
-economical: rationalization of surveillance infrastructure with the implementation of two-level quality service, one secured with authentication and other non-secured that can feed into a wider ATM data service provision model
