Summary of the context and overall objectives of the project

In a time of fast tech change and complex social issues, the REEVALUATE project is a key EU effort to improve how research impact is assessed. Current evaluation models often fail to capture the full societal, environmental, and long-term economic effects. REEVALUATE supports the EU’s push for better returns on research funding, aligned with RRI and the UN’s SDGs. The project aims to create a rich, data-driven framework combining metrics and qualitative insights for a deeper view of research value. Using analytics, machine learning, and social science methods, it will offer tools to evaluate and communicate research impact beyond traditional measures. Human and societal aspects are central. With input from sociology, ethics, and science communication experts, REEVALUATE will ensure that diverse human impacts are reflected in evaluation criteria. This cross-disciplinary lens highlights how research affects various communities and fosters social innovation. A multi-stakeholder model guides the work. Input from policymakers, researchers, industry, NGOs, and citizens will help shape practical, inclusive evaluation tools that reflect real-world needs. The outcome will be robust, adaptable methodologies grounded in broad perspectives. REEVALUATE’s impact could reshape EU research evaluation, giving decision-makers better tools for funding choices. A 5% rise in funding efficiency could lead to billions in added research value. The project aims to make EU research more aligned with societal needs, more inclusive, and better able to show its worth to the public.

Work performed from the beginning of the project to the end of the period covered by the report and main results achieved so far

During M1–M18, the REEVALUATE consortium submitted 22 deliverables and achieved 4 milestones:
Deliverables
• D1.1–D1.3: Literature review and qualitative research (surveys with 60 CH professionals, 100 public participants, interviews with 11 CH experts). Synthesized results to define usage scenarios and user needs.
• D1.4 & D1.6: Created and updated a contextual ontology describing interconnected data elements within the platform.
• D1.5: Defined platform’s visual identity via mock-ups and technical architecture.
• D2.1–D2.3: Identified pilot artefacts, developed public insight collection tools, and built a hybrid contextualisation process combining user input with AI.
• D3.1–D3.4: Developed collaboration tools, generative AI for novel artefacts, misuse detection enabler, and digital ledger with smart IPR contracts.
• D4.2: Developed the REEVALUATE marketplace app to connect users and artefacts.
• D5.1 D5.5: Designed and reported the dissemination & communication strategy.
• D5.2: Built synergies with sister projects and established an outreach ecosystem.
• D5.4: Identified first KERs and outlined exploitation/business model strategy.
• D6.1–D6.4: Established project governance, quality assurance, risk management, FAIR-compliant DMP, legal/IPR frameworks, and partner/task monitoring mechanisms.

5: AI-based tool facilitating ideation for creative CH reuse (AI-driven creative reuse enabler)
6: Semantic-web based artefact context metadata standard
7: Tools for CH re-use management (DLT based asset tokenization & IPR management, Collaboration Enabler)
8: Training on the REEVALUATE framework for GLAMs.
9:Best practices for CCIs from the demonstrators’ analysis to accelerate the deployment of REEVALUATE solutions
10: Policy briefs at EU and demo cases levels condensing key findings, recommendations and legal frameworks.
The expected project impacts are listed as follows:
