Measuring the value of the Key Performance Indicators (KPI) of the 2Zero Partnership

The LeMesurier project is a Coordination and Support Action (CSA) aiming to determine a common framework for measuring and monitoring the multiple and various Key Performance Indicators (KPIs) of the 2ZERO Partnership (including their sources, methods and reporting formats). These KPIs are related to the three-layer approach of the 2ZERO Objectives, as expressed in its Strategic Research and Innovation Agenda (SRIA).

The project is generating values (and possible expected variation) for the KPIs in the coming decade, based, in part, on the results of the projects being conducted within the Partnership and their impact assessment. It is also supporting the identification and quantification of the interactions, impacts and effectiveness and provides recommendations for the development and analysis of the means of measurement and evaluation of the Partnership for the road transport sector. Finally, the project is disseminating and communicating its results to a range of stakeholders and to the public in general, via a range of media and events.

The LeMesurier project objectives, which are four in number, were clearly laid out in the Grant Agreement, Description of Action. Progress has been made, to some extent, in relation to each of the Objectives, during Period 1.

Objective 1: To account for the contribution of the 2ZERO Partnership and the results of its projects, towards the Partnership’s main objectives, their targets (as measured against the whole set of the identified KPIs).

Objective 2: To support the identification and quantification of all interactions, impacts and effectiveness of the Partnership within the road transport challenge, mainly as a result of the information gleaned from the 2ZERO Partnership project results.

Objective 3: To provide additional recommendations for further development and analysis of means of measurement and evaluation of the Partnership within the road transport challenge.

Objective 4: The fourth objective is to disseminate and exploit the methods to and the measurements of the 2ZERO KPIs to relevant projects (within and beyond 2ZERO) and stakeholders.
Whilst a brief project, LeMesurier has made good progress during its first twelve months, Period 1. Such that there is confidence that the overall project objectives can be achieved by the end of Period 2, at the end of 2025. The consortium partners have been engaging and working well together. Whilst there have been some difficulties, some delays, some mitigation measures needed to manage risks, there are few significant technical concerns about the feasibility of the proposed scope of work until its completion.

Further, considering the non-technical aspects of the project, whilst there have been some changes of personnel within the partners, some necessity to reallocate tasks to achieve their completion, with the opportunity to consolidate the findings from the accounting activities that have dominated Period 1, during the coming twelve months it should be possible to disseminate the learning from the project, such that the stakeholders have a good impression of the potential of the common framework for monitoring and measuring the multiple and various KPI of the 2ZERO Partnership.
The importance of road transport for Europe, for its society, economic prosperity, human rights and the wellbeing of its citizens is given in the 2ZERO SRIA. Similarly, the impact of road transport on the European environment, amongst other matters, is outlined in the 2ZERO SRIA, based upon, in part, earlier work by the EC. The 2ZERO Partnership has a structured set of General, Specific and Operational Objectives, each with defined targets and key performance indicators. The LeMesurier project will provide the “how” and a “first assessment of” the potential the impact of the 2ZERO Partnership.

The project outcomes will provide additional recommendations for further development and analysis of means of measurement and evaluation of the Partnership within the road transport challenge.

Firstly, LeMesurier's broad consortium capacity will be used to understand the 2ZERO projects and their contribution to the 2ZERO goals. Some projects will be evaluated more comprehensively than singularly accounting for their contribution to the KPIs, such that other, future possible impacts or measures may also be determined. In addition, three different European road vehicle parc models, will be used to take account of the results of the 2ZERO projects, their impact on the vehicle parc composition, its behaviour and variation, in terms of energy intensity and GHG emissions, in particular.

Secondly, the project will support the identification and quantification of all interactions, impacts and effectiveness of the Partnership within the road transport challenge, mainly as a result of the information gleaned from the 2ZERO Partnership project results. The methods and quantified KPI findings of LeMesurier will be used to assess the impact of the 2ZERO projects on more Generic Objectives and interactions therein, i.e. GHG reductions, air quality improvements, technology leadership, economic growth, European competitiveness and circular economy aspects. As such, aspects related to the systemic and cross sectorial nature of the challenges will be highlighted, these being not only technical but also societal, related to the user acceptance during the transition, and economic, related to many industrial aspects of the road transport sector within Europe.

Thirdly, the LeMesurier will provide additional recommendations for further development and analysis of means of measurement and evaluation of the Partnership within the road transport challenge. Devising the means and measuring the values of the KPI resulting from the 2ZERO projects will be an iterative process. As more 2ZERO project results will come, beyond the completion of LeMesurier, the methods devised will need to be reapplied. Therefore, recommendations on the process and the values of the KPIs will be of value for the continued evaluation of the impact of the 2ZERO Partnership.
