The 2ZERO Partnership supports Europe’s goal of climate neutrality by 2050 and contributes to several UN SDGs. Because its long‑term impacts depend on many external factors, 2ZERO operates with a structured set of General, Specific and Operational Objectives, each supported by KPIs. The LeMesurier project defined how these KPIs should be measured and delivered the first comprehensive assessment of the Partnership’s potential impact, together with recommendations for improving future measurement and evaluation. 1. Accounting for 2ZERO Project Contributions
LeMesurier delivered the first full evaluation of how the initial 30 2ZERO projects contribute to all KPIs. It developed and applied the KPI measurement methods, produced baseline and 2035 projections, and created KPI data sheets updated continuously. Compound KPI evolution was visualised and the findings shared broadly (EC, AB, stakeholders, public) to enable future use by 2ZERO and other partnerships.
2. Assessing Impacts and Interactions
Using the quantified results from WPs 1 and 2, WP3 assessed the impact of 2ZERO on six Generic Objectives: GHG reduction, air quality, technology leadership, economic growth, competitiveness and circular economy. Baselines and definitions were proposed, and interactions between objectives were analysed using modelling and partner expertise, highlighting trade‑offs and synergies (e.g. via “lotus diagrams”). New qualitative and quantitative approaches were piloted, and recommendations made for including such measurements in future RTR partnerships.
3. Recommendations for Future Measurement Approaches
WP4 compiled and prioritised around 80 recommendations for improving KPI methods, introducing new indicators, and evolving the measurement framework. These were refined through workshops and GA discussions, providing input to ongoing Horizon Europe activities and preparations for the next framework programme.
4. Contribution to Broader EU Mobility Impacts
The LeMesurier results support the wider ambitions of the Horizon Europe mobility Destinations HE‑CL‑05 and HE‑CL5‑D6 by clarifying the pathways through which 2ZERO contributes to clean, competitive and sustainable European transport systems. The project’s findings and progress along these pathways are summarised below.
