Building Europe’s Internet Resilience for a Connected Future

Objective

Europe’s digital sovereignty depends on communication infrastructures that remain secure, resilient, and interoperable across land, sea, and space. Today, these systems face escalating risks: fragile submarine cables, concentrated Internet interconnection markets, limited satellite access, and cyber-physical threats that move across domains. RESILIOUS addresses these challenges by establishing a pan-European Doctoral Network to develop resilient-by-design architectures, detection methods across all domains, recovery techniques, and evidence-based governance frameworks.

The network brings together leading academic and industrial partners to advance four research pillars: (1) new metrics and architectures; (2) multi-layer anomaly detection; (3) autonomous recovery via reinforcement-learning routing, passive localisation, and degraded-mode communication for terrestrial and maritime systems; and (4) certification, standardisation, and regulatory tools supporting EU-wide resilience and strategic autonomy.

Fifteen Doctoral Candidates will receive interdisciplinary training spanning satellite and terrestrial networking, underwater sensing, security, Internet governance, and techno-economics. Through secondments with operators, vendors, and international organisations, they will gain hands-on experience with real infrastructures and standardisation processes.

RESILIOUS will deliver validated resilience metrics, interoperable designs, cross-domain detection and recovery demonstrators, and policy instruments aligned with EU directives. The project builds the scientific foundations and skilled workforce required to ensure robust, sovereign, and future-proof connectivity for Europe.
