A feasibility study on the most efficient and cost-effective way to exploit currently available monolingual electronic dictionaries to derive bilingual dictionaries

Objetivo

To assist the Commission in identifying the technical, legal, financial, and organisational requirements that will facilitate the creation of electronic bilingual dictionaries out from existing monolingual ones, using a common methodology, covering a large range of language pairs, and improving development costs.

The contractor, the Committee for lexicographical interlingual resources based in Holland, is an intergovernmental body set up in 1993 by the Ministry of Education and Science of both Flanders and the Netherlands. The contractor will consult different types of data owners (e.g. publishers, nationally funded language resource centers) to prepare a blue print describing in detail what he considers is technically feasible, what data owners, publishers in particular, and national administrations are open to participation, and what are their conditions for participation. Based on this blue print, the Commission will be in a position to make an informed decision on the type of intervention that is feasible in the bilingual dictionaires sector, carefully weighting that this intervention does not distort market competition.
