The role of learning in governance practices for sustainable urban development: the case of Hong Kong special administrative region

Objetivo

The effectiveness governance has been a central theme for scholarly research and policy debates on urban development throughout the 1990s. Its urgency illustrated by the magnitude of the current and predicted population growth in urban areas around the world, and of related environmental and health problems and costs. These trends are especially acute in Hong Kong Special Administrative Region (SAR) and Mainland China, but governance remains under-researched here.

This project focuses on learning as a fundamental crosscutting issue of governance theory and practice. The research objectives are to explore the nature and causes of selected governance problems, and to investigate the potential - and the limitations - of rational, social and organisational forms of learning as means of strengthening the governance capacity of organisations involved in urban planning. The aim is to make a fundamental contribution to the development of new understandings of governance for sustainable urban planning, informed by an inquiry that draws on recent research in different branches of the social sciences and on the collection of detailed primary data.

The results are likely to be of considerable interest to a range of user communities. This is a 3-year investigation in collaboration with top-level universities in Hong Kong and Lisbon. The proposal and training programme have been designed to acquire new skills as well as theoretical and empirical insight through an international experience. This Fellowship application is submitted at a critical time for the researcher's career and represents a unique opportunity to build on her existing strengths, providing her with a more complete set of skills and thus the confidence to consolidate her return to academia and progress towards a diverse and independent research career.
