Transferability of urban logistic concepts and practices from a world wide perspective

Periodic Report Summary - TURBLOG_WW (Transferability of urban logistic concepts and practices from a worldwide perspective)

Project context and objectives:

TURBLOG_WW is addressing urban logistics from a wider (geographical) perspective, focusing upon a worldwide level (in general) and on Brazil and Peru (in particular).

The main goal is to extend, expand and transfer the existent knowledge to other countries and thus effectively contribute for the overall objective of extending the research and knowledge dissemination between the European Union (EU) and Latin America. In addition, with the transfer of knowledge TURBLOG_WW expands also the influence of Europe in other parts of the world. A better knowledge on urban logistics concepts and practices and its overall integration into the urban mobility planning is one of those common interest issues, which overall success will positively impact on social inclusion and regional integration as desired by all participants.

For that, the project will act as a coordination platform, gathering the experience to identify, generate and assess best practice solutions on urban freight initiatives, through the conduction of a set of case studies (which will be undertaken to identify best practices and to assess the lasting effects and impacts of previously projects and tools and to compare experiences between Europe, Latin America, Asia and Africa) and the promotion of workshops and site visits, based on which it is aimed to facilitate the exchange of information, raise awareness, disseminate and assess the potential to transfer and promote research results at the national, European and intercontinental levels.

Succinctly, the TURBLOG_WW has the following main strategic objectives:

- facilitate the establishment of personal connections and the widening of contact networks in the field of urban logistics;
- establish an international forum of individual experts on urban logistics, with a particular focus on Latin America;
- promote that forum from a consensus-based approach for the assessment and validation of concepts, projects, tools and policies, in particular on the technological and economic solutions for sustainable urban logistics schemes;
- identify, describe and disseminate best practices, success criteria and bottlenecks with respect to the movement of goods in urban areas;
- establish a research road map, looking forward to the transferability of practices between EU and Latin America (Brazil and Peru);
- develop recommendations to ensure the compatibility and convergence between tools and mechanisms for policy support;
- disseminate project results and encouraging their uptake by the different stakeholders;
- widely contribute for sustainable urban mobility and to enrich the debate on the green paper for urban mobility and freight action plan.

To answer to the strategic goals above mentioned, TURBLOG_WW will:

- promote an extended international network of urban freight experts (cities, user groups, service / systems providers);
- provide a platform for the exchange of ideas and information on urban logistic fields considering an harmonisation of concepts and systems for data collection and analysis, and a search for more environmental loading and unloading systems and infrastructure;
- support the discussion on new concepts for urban friendly transport systems for a better integration of functions for urban freight distribution;
- contribute to a higher level of discussion of sustainable urban freight distribution and to support its integration in urban mobility fields, taking into account the differences of national contexts and the necessary adaptations to ensure its transferability.

That will be promoted through the following specific actions:

- cooperation with relevant networks on urban logistics (for instance the Institute of city logistics, Kyoto, Japan) to spread the knowledge of this key theme and through that to contribute to enrich the debate on policies;
- contact with BESTUFS to have a strong interrelation between the two projects. BESTUFS might profit from TURBLOG_WW in the sense that we have an intercontinental focus. On the other hand BESTUFS might be a base for contacts and experience on urban logistics;
- enhance a strong relationship and cooperation with other projects and initiatives such as the CIVITAS Initiative;
- the cities involved in the START project of the Intelligent Energy Europe Programme; EPTR - European Platform on Transport Research; Ecole Européenne des Transports (EET); OECD and the International Transport Forum; TRB; FUTURE, the Centre of Excellence on Future Urban Transport funded by the Volvo Research and Educational Foundations; Forum for City Logistics; Japan Institute of Logistics systems; IMPACTS - International network of European and North American capital and major metropolitan cities; UITP; POLIS; EUROCITIES
- detailed assessment of 9 selected case studies (2 in Europe, 3 in Latin America, one in China, and other three other cases covering Japan, India and Africa that will serve as basis for the assessment of the potential of transferability;
- 4 thematic workshops, two in Europe and two in Latin America, all of them coupled with site visits.

Project results:

In the first year of the project some results have already been achieved, several activities are ongoing and others are about to start. From the expected results , the following outcomes have already been produced:

- first newsletter of the project;
- exploitation plan;
- deliverable D1.1. - Regional report 'EU';

- D1 'A worldwide overview on urban logistic interventions and data collection techniques';

Potential impact:

The expected final results that TURBLOG intend to achieve until the second reporting period are:
- individual case study reports (D3.1 - D3.8);
- urban logistics practices - synthesis of selected case studies (D3);
- business concepts and models for urban logistics (D2);
- report on transferability guidelines and evaluation applied to urban logistics (D4);
- findings and recommendations from the second,third and fourth workshop;
- guidelines for urban mobility authorities (D5.1);
- guidelines for logistic operators and service providers (D5.2);
- recommendations for urban mobility plans - logistic plans (D5).

Having always in mind that the final objective of TURBLOG_WW is to create conditions for the knowledge transfer and through that contribute for the overall system sustainability: economic, social and environmental, its main expected impacts include the following :

- The development of logistic profiles will contribute to reductions of the percentage of the road transport in urban areas generated from an actual not so harmonised goods delivery system, and in particular load / unload systems integration into an overall urban mobility approach.
- New / revised concepts for data collection will constitute the basic framework for the development of monitoring tools to evaluate services will increase the service and efficiency levels offered.
- By promoting an approach that looks for urban freight integration into urban mobility policies, as well as for solutions and concepts facilitating that integration. In all this process, the involvement of the different stakeholders (from authorities, providers and suppliers, users and enforcement bodies) is foreseen and therefore an increase acceptance of concepts herewith identified could be expected.
- TURBLOG_WW is expected to provide a significant contribution towards the freight action plan and green paper on urban mobility, not only based on the direct results of the coordination at the EU level, but above all by providing examples and practices from other parts of the world which principles and solutions could also be transferred to Europe.
- By promoting such worldwide platform, TURBLOG_WW is putting the EU in the centre of the world, either as a potential receptor of new concepts and solutions from other parts of the world and as provider of concepts and practices already applied in European cities that could be transferable for other contexts.
