Innovation for Climate chAnge mitigation: a study of energy R&d, its Uncertain effectiveness and Spillovers

Final Report Summary - ICARUS (Innovation for Climate chAnge mitigation: a study of energy R&d, its Uncertain effectiveness and Spillovers)

The ICARUS project has studied on innovation in the energy sector using a combination of research approaches, ranging from econometric analysis to modelling and expert elicitations.
1) Through econometric analysis of patent data we have looked at the positive implications of skilled migration to the knowledge formation as well as the positive implcations of innovation transfers.
2) Through advanced modelling techniques we have designed a methodology to assess the optimal energy R&D portfolio given different goals, that might range from energy security to climate change alleviation.
3) More than a hundred and twenty European energy technology experts have been interviewed using structured elicitation protocols to collect a wide range of information ranging from future expected energy costs to more detailed information such as technological barriers.

Each of these three steps is important on their own, as they provide key information to the policy makers but have also a great value as input to the integrated assessment modelling community.
