Final Report Summary - ZEPPORT (Zero Emissions Platform supPORT secretariat)
Executive Summary:
ZEPPORT (Zero Emission Platform supPORT secretariat) was the secretariat for the European Technology Platform for Zero Emission Fossil Fuel Power Plants (ETP-ZEP) in the period 1-8-2012 to 31-1-2015.
The objective of ZEPPORT is to provide the level of support to ETP-ZEP that it needs for achieving its own goal: to enable commercial availability of technologies for CCS (Carbon Capture and Storage).
Primarily ZEPPORT has provided process support to the various bodies that make up the ZEP platform. This included administrative but also organizational activities. In addition ZEPPORT raised funds and provided financial management of ZEP-C ASBL:
- A total of 110 registered meetings have been facilitated during the ZEPPORT project.
- ZEPPORT staff have acted as statutory directors of ZEP communications ASBL (ZEP-C), and have carried out the required management activities
- Support was given to the ZEP Government Group).
- A database has been kept, 10 newsletters have been issued, the website has been maintained and expanded and 3 General Assemblies have been supported
- Two annual reports of ZEP have been delivered and published, a tight control of finances was kept,
The impact of ZEPPORT has been indirect: the activities have leveraged ZEP's results: enabling the commercial availability of CCS as a technology by 2020. This can in the long term be expected to have a large socio-economic impact and societal implications that are linked to the mitigation of climate change. The secretariat itself has not developed any knowledge that needs to be disseminated. However, through the website and through ZEP's publications the ZEP views have been widely disseminated. This was initially the responsibility of ZEP's public communications director, and after his departure the responsibility of the task force Public Communications. Both were supported by the ZEP secretariat.
Project Context and Objectives:

Primarily ZEPPORT has provided process support. This included administrative activities but also organizational activities (initiate and structure ZEP-activities, networking activities and input for the discussions) and, if needed, fund raising and financial management.
The process support was provided to the various bodies that make up the ZEP platform (the Advisory Council, Executive Committee, Coordination Group, Taskforces, Government Group and Temporary Working Groups). The increasingly important role of Member States with regard to CCS and specifically with regard to the demonstration and implementation phase, gets specific attention in the ZEPPORT project. ZEPPORT also provided communication activities for the intra-platform coordination of activities and the dissemination of information. Additionally, ZEPPORT managed and supported ZEP-C ASBL (Belgian not for profit association) whose responsibility is financial management of external communications activities of ZEP.
ZEPPORT was staffed by 3 people, all of which had worked for the ZEP secretariat during its first years of existence (FP-7 projects ZEST, ZEPPORT). The team members were independent from participating organizations and constituent groups (industry, NGO’s, research) and therefore without vested CCS-related interests. The home base of ZEPPORT is The Hague, Netherlands. Additionally it had facilities in Brussels. ZEPPORT used advanced tools for its activities such as internet supported teleconferencing.
The ZEPPORT project was carried out in accordance with the Description of Work:
- Under work package 1 (Support to platform bodies) support was given to the ZEP-bodies. A total of 110 registered meetings have been facilitated during the ZEPPORT project. In addition many non-registered meetings were supported.
- Under work package 2 (operating ZEP communications) the ZEPPORT staff have acted as statutory directors of ZEP communications ASBL (ZEP-C), have raised funds for ZEP-C and invoiced sponsors, have carried out all the activities required for hiring an employee (Eric Drosin, who was an employee until December 2012), have hired an accountant and, at the end of each year, an auditor and have delivered the quarterly and annual financial reports.
- Under work package 3 (liaising with member states) support was given to the ZEP Government Group). A record was kept of membership. In total 5 meetings have been facilitated. Support was given to liaising between the ZEP Government Group and the ZEP AC / CG. Support was also given to creating an overview over CCS developments in member states.
- Under work package 4 (communication ZEP members) a database has been maintained and expanded, 10 newsletters have been issued, the member-section of the website has been maintained and expanded and 3 General Assemblies have been supported
- Under work package 5 (project management) two annual reports of ZEP have been delivered and published, a tight control of finances was kept, and the activities of the ZEP communications director, the CG chair and the secretariat were coordinated by means of a weekly telephone conference. After the ZEP communications director left (December 2012) the weekly calls continued until November 2013. At that point it was concluded that the weekly calls were no longer adding value and were subsequently cancelled. Service provision was to satisfaction (deliverables 5.2 5.3 and 5.4)
Project Results:
ZEPPORT did not produce any science and technology results / foregrounds as it was a coordination and support activity. However, by supporting ZEP, and in particular ZEP’s Taskforces, ZEPPORT has contributed to several studies, carried out by ZEP’s members, that have resulted in reports. We mention in particular:
- ZEP Business Models Commercial CO2 Transport Storage
- CCS and the Electricity Market
- CCS for gas
- ZEP Recommendations for transitional measures to drive CCS deployment in Europe
Potential Impact:
The impact of ZEPPORT has been indirect. Its support to ZEP has leveraged ZEP's results. ZEP aims to enable the commercial availability of CCS as a technology by 2020. The CCS technology is crucial for the avoidance of climate change as a result of CO2 emissions, and therefore in the long term ZEP can be expected to have a large socio-economic impact and societal implications that are linked to the mitigation of climate change. Without a professional secretariat, this technology platform would not be able to reach its objectives, its impact would be substantially less. The secretariat itself has not developed any knowledge that needs to be disseminated. However, through the website and through ZEP's publications the ZEP views have been widely disseminated. This was initially a joint responsibility with ZEP's public communications director, and after his departure with the task force Public Communications. Both were supported by the ZEP secretariat.
