Support to Tenth European Conference on Turbomachinery – Fluid Dynamics and Thermodynamics, Lappeenranta, Finland, 15-19 March 2013

Periodic Report Summary - EUROTURBO 10 (Support to Tenth European Conference on Turbomachinery - Fluid Dynamics and Thermodynamics, Lappeenranta, Finland, 15 - 19 March 2013)

Project context and objectives:

Following the successful previous nine European Turbomachinery Conferences in Erlangen (Germany), 1995, in Antwerp (Belgium), 1997, in London (United Kingdom), 1999, in Florence (Italy), 2001, in Prague (Czech Republic), 2003, in Lille (France), 2005, in Athens (Greece), 2007, in Graz (Austria), 2009 and in Istanbul (Turkey), 2011, the European Turbomachinery Committee (ETC) has unanimously decided to hold the next European Turbomachinery Conference in 2013 in Lappeenranta (Finland), endorsing the invitation of LUT (Lappeenranta University of Technology) as cooperation body in Finland. The ETC-10 Conference will be of primary interest to researchers, design engineers, users of turbomachinery components as well as to students and Doctor of Philosophy (PhD) candidates allowing presentation and discussion of their most recent scientific results.

EUROTURBO 10 meets some of the technical content of the ACARE recommendations within the second Strategic Research Agenda (SRA), as driven by some of the major challenges that interact with the top level objectives. Specifically there are relevant benefits offered by this European technical event in the fields of environment and efficiency of the air transportation system. The conference addresses the European Union (EU) request to reduce the environmental impact associated with the operation and maintenance of the civil aircraft fleet, stimulating the research activities of the large community working in the propulsion field. It furthermore promotes the development and assessment of the performance of the most recent propulsion concepts through dedicated technical sessions, presenting the latest development in the field.

EUROTURBO 10 is intended to be a primary driver for technology transfer across Europe in this field through the presentation of the latest developments and best practices. It is also intended to enhance cross-fertilisation amongst senior scientists working at the edge of turbomachinery technology, in the attempt to further enhance the actual designs and concepts, and all users who intend to benefit from those progresses.

This conference is also seen as a strong integrating element between the Western and Eastern European countries and as an additional mean to foster collaboration in turbomachinery research at a European level.

The conference is seen as an ideal forum to relate and disseminate the results of research projects funded by the European Commission (EC) and would therefore also benefit from the support by the Commission.

The evaluation at the end of the conference should finally put in evidence potential further research topics to meet the recommendations of ACARE.

The objective of this proposal is to obtain the supporting funding for specifically promoting the participation of the young scientists from the newly integrated countries (NICs), the candidate countries and the European countries in general to the Tenth European Conference on Turbomachinery - Fluid Dynamics and Thermodynamics, Lappeenranta, Finland, 15 - 19 April 2013.

EUROTURBO 10 is the tenth in a series of bi-annual conferences started for the first time in 1995 in Erlangen (Germany). The driving force for their organisation was the explicit wish expressed by several European engineering organisations (becoming associated engineering organisations mentioned as such in page 20, in order to:

(1) replace the various national turbomachinery conferences taking place in Europe by one single major event providing a broader basis for scientific exchange within the European Turbomachinery Community and a move towards European scientific and technological integration;
(2) provide a European forum for presenting generally all results of turbomachinery research obtained within Europe, but also those obtained in programmes funded by the EC;
(3) improve the cross-fertilisation level between leading technologies (such as those present in aeronautics) and less advanced technologies present in other fields of application and more generally, the transfer of technology from a national level to a European one;
(4) create a European high-level turbomachinery conference differing in scope, size and organisation from the other extra-European conferences, such as those organised by the American ASME (IGTI), or the Japanese JSME;
(5) provide a forum for young researchers in Europe by facilitating their access to recognised European scientists and research groups in the field of turbomachinery;
(6) create a unique opportunity for young researchers to assess and evaluate their latest achievements;
(7) create a stable high-level scientific event to support the turbomachinery and energy conversion system industries by addressing their research development difficulties and needs.

The European Turbomachinery Conference is the only scientific event within the EU covering in depth all fluid dynamics and thermodynamics aspects of Turbomachinery design and operation. Its objectives are to enhance excellence in this field, to address and improve the technological level and competitiveness of turbomachinery design products and their operation as part of propulsion systems and energy conversion processes.

Based on a rigorous review process, the conference organisers guarantee a high scientific quality attracting and stimulating thereby the best European intellectual capability in the field of propulsion systems and energy conversion processes. Through the presentation of the latest developments and best practice, the conference is intended to be a primary event for technology transfer across Europe.

It is acting, also, as an integrating element between the existing and the NICs in the EU, as well as those to be integrated in the future and provides an ideal forum for promoting and disseminating results of Turbomachinery research funded by the EC. At the 2011 ETC-9 in Istanbul, Turkey, 29 % of the papers acknowledged funding by the EU. The number of accepted papers went up by 6.4 % with respect to the preceding conference in Graz (2009). A high quality standard was maintained as 23 % of the papers submitted for review were rejected. The best papers (10 %) were published in September 2011 in a special issue of the Journal of Power and Energy (IMechE).

EUROTURBO 10 will be of interest to researchers, design engineers and users of turbomachines. Reduced fees for students from all over Europe, for all participants from the NICs and those to be integrated in the future in the EU and no fee for the students and presenters coming from these NICs and those to be integrated in the EU will make this conference a prime event for European integration in the field of turbomachinery (fluid dynamics and thermodynamics). As the conference will take place near the Russian border and only at 250 km from St. Petersburg, there will be specific actions to improve the submission and approval rate of Russian participants.

Project results:

- The organisation process of ETC-10 started in December 2011 with the preparation and distribution of the call for abstracts / papers in February 2012.
- The EUROTURBO website was also updated for the ETC10.
- The abstracts were reviewed and 231 abstracts were evaluated in the abstract review meeting in Brussels on 17 April 2012. The meeting was attended by seven ETC organising committee members.
- The ETC10 website was established and opened in September 2012.
- The ETC organising committee met in Lappeenranta for the final evaluation of the papers on 29 and 30 January 2013 and 95 papers were finally accepted for the conference.
- The accepted conference presentations were published in the conference proceedings (ISBN 978-952-265-385-7) which were given to all attendees.
- The conference took place in Lappeenranta 15 - 19 April.
- On 16 - 18 April two meetings were organised for the ETC members, in order to discuss the evaluation of the present conference, the venue of the next conference, the other matters concerning the ETC's present and future activities.

Main results:

The total number of participants was 174 which 61 were students among them. The 35 % share in students attending the conference is very good and this discount costs clearly exceeded the EU funding of the project.
- The papers were presented in 25 sessions and published in the conference proceedings (ISBN 978-952-265-385-7).
- The best 9 papers will be published in the Journal of Power and Energy (IMechE).
- A Best Paper Award was chosen among the presentations.
- The papers will be published on the ETC website for free download to increase the dissemination of scientific results.
- Four invited lectures were held by representatives from industry and universities.
- ETC10 organised a mini symposium event to promote a round table discussion stimulated by the European aero-engine manufacturers on a set of well-defined research topics, which E-CAERO organisations should endorse.

The main result will be a well organised scientific, international conference in April 2013

Scientific impact

The EUROTURBO 10 conference covers all aspects of the scientific problems in design, development and operation of axial and radial Turbomachinery. The conference will be of primary interest to researchers, design engineers and users of Turbomachinery. It is intended to be an important event for technology transfer, cross-fertilisation and dissemination across Europe, as well as the principal forum for exchange of views, assessment and needs in this field through the presentation of the latest developments and best practices.

At the last European Turbomachinery Conferences, a high number of papers presented were directly related to research funded by the EU within EU projects. This again shows the fact that this conference is a major dissemination platform for European Research.

Impact on EU citizens

A further aim of the ETC-10 conference is to succeed in maximising the exchange of technical and scientific knowledge, in order to improve the quality of turbomachinery components for aeronautic and space applications under both environmental and energetic aspects. This will contribute to an increase in the quality of life of European citizens through better component efficiency, higher reliability, reduced weight and reduced noise and carbon dioxide (CO2) emission, meeting the recommendations of the ACARE second SRA.

Economic impact

Last but not least the positive influence that this conference is intended having on the expansion of the market linked to turbomachinery production and maintenance, could lead to an increase of employment and new interest in that industry sector. The 10th European Conference on Turbomachinery - Fluid Dynamics and Thermodynamics, Lappeenranta, Finland, 2013 will have a relevant economic impact because of the possibility offered to the local and European industries to project their own activity and advertise their expertise among specialists from all over the world.

Impact on industry research

At the same time the impact of the topics treated within the conference has a strong effect on the industrial activities and could lead to added value in their own research and development area. The improved knowledge and the information resulting from the technical sessions and invited lectures by leading scientists and / or industrial technology producers should result in added value to the industrial policies.

Dissemination and / or exploitation of project results

In order to give an impression of the large extent to which knowledge is spread by the 10th European Turbomachinery Conference, EUROTURBO 10, within the aero-engine community, the single conference topics are listed, covering the scientific and engineering problems in the design, development, optimisation and operation of axial and radial turbomachinery with particular emphasis to the following areas:

(a) aerodynamic and hydrodynamic flows;
(b) thermodynamics, heat transfer, cooling and leakage flows;
(c) unsteady flows and interactions;
(d) turbomachinery design, optimisation, performance and operation.

The exploitation of results and dissemination is a typical feature of this type of event and one of the main outputs.

The dissemination will be organised in the following way:

(1) The proceedings in hard copy as well as on a memory stick with all the contributed and invited papers will be provided at the conference to all participants and will be available for sale after the conference.
(2) High-quality papers will later be published in a European journal. This will allow the dissemination even outside the scope of the conference.
(3) Within a year after the conference all papers (except those published in the Journal) will be available free of charge on the ETC website. This makes them accessible internationally and will further promote the dissemination of knowledge.

The scientific impact of the event on the community is guaranteed by the genuine quality of the research therein gathered, which is ensured by the severe blind review process through which every contributed paper has to proceed, before being accepted for presentation. Not only are the referees selected with the greatest care in the available scientific community, but their output is finally cross-checked by the review chairman who brings to the attention of the committee any technical evaluation not responding to the strict criteria adopted for reviewing. The reviewing is carried out with the help of the information technology (IT) tools developed in the E-CAERO programme and an electronically managed central database constructed and maintained by the permanent secretary and the review chairman, and the contribution of more than 50 review organisers, selected among the top scientists in their specific fields. The selection procedure is blind to all individuals playing a role in the final decision, included the committee members, and the conference chairman. Privacy and confidential information are preserved at any time, but individual contributions are analysed one by one at collective level. By so doing top level contributions naturally stem out, and the risk of mistreatment at any level is minimised.

The increasing relevance of the ETC events, and the ascertained high level quality of the review process, ultimately end in the selection of a set of excellent papers accepted for publication in a European Journal.

Finally, since the last ETC conference in Istanbul (2011), a Best Paper Award has been established. This award recognises excellence amongst Journal Quality papers and acknowledges author’s contribution in terms of fundamental or applied research in fluid dynamics and thermodynamics of Turbomachinery.

Personal contacts:

The meeting of all these experts is a further direct way of dissemination, which allows exploiting the results of the conference in a wider way than the written forms through the papers presented at the conference. This contact with experts with long experience is extremely useful for young scientists and can support their work substantially. At the conference the young researchers can present their results thus initiating a scientific discussion on their work with European experts who can give them valuable feedback. As member of the auditorium they also have the opportunity to enter into scientific discussions.

And finally, the social events of a conference (coffee breaks, welcome reception, conference dinner, excursions) are often the best opportunities to get acquainted with experts and to acquire background knowledge. Since the conference will have an impact in improving education and training of students, PhD candidates, young engineers and researchers, a special fee policy is granted in order to encourage them to attend. This would only be possible with the help of EU funding.
