WEIGHING-IN-MOTION OF ROAD VEHICLES

Objetivo

Development and improvement of methods of measurement of dynamic loads applied to the road by commercial vehicles (identification of axle loading). Measurement must be done under normal traffic conditions : this requires improvements to existing sensors, development of new sensors, development of methods of data acquisition, treatment, transmission, and exchange through the network of European research centres.

The programme includes :
Establishment of requirements (accuracy of measurement, capacity, durability etc.) for different applications such as enforcement and road pavement design ;
Full-scale trials and analysis of weigh-in-motion systems ;
Establishment of specifications (prestandardisation) ;
Establishment of European database for weigh-in-motion data ;
Organisation of two European conferences on weighing-in-motion ;
Co-ordination with OECD research.

Current status
The European Weigh-in-Motion (WIM) Needs and Requirements Report was completed in late 1996, and the European WIM Specification document will be made available in late 1997. The first of the projects under the European WIM Trials Programme has been completed near Zurich, together with the Portable WIM System Trials project in Trappes. The multi-language Glossary of Terms is due in early 1997, and will then be widely available. The European WIM Sites Database is at an advanced stage of development and will be finalised in late-1997. The First European Conference on Weigh in Motion was held in Zurich in November 1995 and the Second European Conference, to be held in Lisbon, is being planned at present. The Mid-Term Review of the Action was completed in late 1996 before the prolongation period.
Short Term Scientific Missions.
Work planned
The Action has been extended until November 1998, in order to enhance the benefits from the programme. The main additional benefits are as follows :
extension of the weigh in motion trials activities by creating a pan-European trials program based in a number of countries ; development of the links with Transport RTD Program activities ;
involvement of a larger number of countries under the MoU ;
greater involvement of manufacturers in the Action, and in the pre-standardisation activities in particular ;
organisation of a second European Weigh in Motion Conference.

The trials programme will ensure that many different types of weigh in motion systems will be assessed and developed in trials in many countries under many different conditions. This will be of significant benefit to public sector decision makers whose responsibility it is to develop or purchase and operate systems for different purposes in the future. The second Conference will ensure that the results of all the work are disseminated effectively, and the involvement of additional countries under the MoU shows the commitment around Europe to developing and using the technology.
