Objective
ZEST (Zero Emission fossil fuel power plant SecretariaT) is a secretariat to support the operations of the Zero Emission Fossil Fuel Plant Technology platform (ZEFFPP-TP). ZEST will have a service-oriented nature, it will not act on its own but is designed to support de advisory council of ZEFFPP-TP. ZEST offers a secretariat: - With a broad knowledge-base; - With tools and methodologies to facilitate the internal processes of the AC/CG; - That can draw on specialised expertise if required that goes beyond the direct scope of a secretariat; - That is experienced, independent, neutral and objective; - that is flexible and highly reliable in its provision of services; - that operates in a transparent way. ZEST is indispensable for the operations of ZEFFPP-TP and, because of the importance of this technology area, for the policy objectives in the field of environmental protection and the industrial position of the European industry involved in the new generation zero-emission power plants. Furthermore, through its support of ZEFFPP, ZEST contributes to the development of international industrial and scientific co-operation in this technology area. ZEST is proposed by, and will be staffed by, PricewaterhouseCoopers and Triarii and is therefore independent and neutral. Its consultants have expertise in the energy field and policy development and hands on experience with the set up and running of secretariats and with policy studies for the European Commission. These activities will tuned to the needs of the advisory council of the ZEFFPP-TP and will be carried out by a team of three experienced consultants that will have a budget of 1025 consultancy days for a period of 30 months. ZEST has assured itself of the cooperation of qualified experts in this particular field that will be able to provide the in-depth knowledge.
