Periodic Reporting for period 3 - WeLive (A neW concept of pubLic administration based on citizen co-created mobile urban services)

WeLive was created to address the current low take-up of public services, traditionally led by Public Administration (PA). The vision is that PAs should not only restrict to supply data and decide on citizens behalf. In fact, they should supply tools and its associated asset ecosystem to seek real collaboration of different stakeholders, i.e. citizens, SMEs and PA, in the co-creation of truly demand-driven public services.
WeLive has given place to a novel We-Government ecosystem of tools (Live) built on the Open Data, Open Services and Open Innovation paradigms, easily deployable in different PAs. WeLive facilitates the co-creation of personalized public services through public-private partnership and the empowerment of all the stakeholders to actively take part in the value-chain of a municipality or a territory. Indeed, WeLive contributes with a multi-stakeholder (citizens, companies and public administration) co-creation methodology together with a set of web-based supporting tools that streamline and democratize the whole co-creation process, enabling participating stakeholders to transit from user-driven NEEDS to collaboratively refined IDEAS which then are turned into actual ARTEFACTs (called building blocks in WeLive) or resources which are finally assembled together to give place to fully-fledge PUBLIC SERVICE APPS.
The WeLive co-creation tools support all phases of co-creation process (i.e. ideation, implementation, maintenance and business development) enabling collaborative generation of new public services by all interested city stakeholders (citizens, businesses and PA). As result, WeLive brings about an Open Government enabling solution addressing the following pillars: a) participation – it goes beyond co-Ideation enabling also participation in whole co-creation; b) accountability – it allows tracing journey from NEEDs to IDEAS into APPs composed of DATASETS and BUILDING BLOCKS; c) collaboration – it provides a marketplace to foster public/private partnerships a Citizen Data Vault (CDV) component which enables to reuse personal data across apps and d) transparency – progresses from raw datasets into well-document easy to consumed micro-services, i.e. BB concept.
The specific objectives are:
• promote the economic growth and job creation with added-value vertical apps and datasets.
• increase transparency and trust in PAs through new datasets and apps.
• provide holistic support for the Open Innovation process of public services.
• streamline the exploitation of Open Data and democratize creation of novel public services.
• enable personalization and analytics of public services.

The main duties executed have been to:
• Customize and extend already available assets and create new components to meet functional requirements in terms of enabling the whole co-creation lifecycle.
• Integrate WeLive framework components, setup and used in the pilot environments.
• Undertake the planning of the two phases of piloting considering the defined services and the design of engagement campaigns to gather users for the pilots, focusing in SMEs and developers.
• Design and execute the engagement and cooperation campaigns with the purpose of ensure a high participation of different stakeholders in the pilots.
• Evaluate the platform usability citizen and stakeholders’ engagement to improve the WeLive platform.
• Assess the project’s impact on social, economic, ethical and transparency level’s aspects.
• Continuous generation of dissemination material. Participation in several events and conferences.
• Exploitation and long-term sustainability of project results has been secured by creating a detailed exploitation strategy which defines the arrangements to maintain a free instance of the WeLive platform for 2 years after the project and make it available as an open-source release which enables further development and city-specific deployments. Ownership of IPR as well as terms for their exploitation and dissemination after the project was specified and approved by all partners. In addition, a reseller company has been selected to handle customer inquiries regarding to specific platform components, hosting services, customization work, or engagement activities such as workshops, challenges, or design game sessions.

The co-creation process is facilitated through a set of suitable web interfaces allowing all stakeholders not only to provide suggestions for the new services (by means of the Ideation Board component), but also to take an active part in the design, implementation and deployment of services (by using the Service Composer component) thus enabling them to assemble the services based on their personal needs. WeLive environment enables crowd-sourcing of data and co-creation of demand-driven services directly by the citizens, leveraging data contributed by the city through open data interfaces as well as by the citizens and businesses themselves. An important technical innovation of the project is the Service Composer component, a component which enables the democratization on the creation of public services by enabling non-ICT users to easily assemble composite services that suit their personal needs using the city functionality building blocks through an easy to use web interface.
The creation and delivery of services has been stimulated by using a vote/rate mechanism to elicit the best ideas and services; ideas receiving more backing will maximize their possibility to be implemented, while services receiving more votes will have more chances to be massively reused. This kind of mechanism, together with the design of a transparent idea selection process implemented in the Ideation Board, will give users the feeling of being a real active part in the decision process of a city. The ecosystem is leveraging the latest web technologies and the Open Data provided by the public administrations, but also by any other entity, and is predominantly targeting smart phones and tablets as the most suitable service delivery channels for the modern city life. At the end of the project, there were 40 public services using the WeLive infrastructure, 21 of which were Android apps and 8 created through the Service Composer. The WeLive ecosystem provides tools, e.g. RESTful API and Service Composer, and functions for easy integration of various types of citizen’s devices (air quality, weather) as well as for the crowd sourced input on different topics and events happening in cities, thus supporting citizen co-creation of services in different domains of interest for the life in a city. WeLive hopes that such an ecosystem might be a catalyser for the creation of applications that will be offered on public administrations’ stores (WeLive Service Catalogue and Hosting Environments) bringing revenues to the creators and the contributors of each application, while at the same time simplifying and improving public services and the general quality of life in a city.
In essence, WeLive purpose has been to foster the integration, refinement, and population of the WeLive environment publicly available at https://dev.welive.eu and, secondly, to pilot the WeLive tools and public service artefacts, i.e. datasets, building blocks and apps, in the three cities and one territory participating, once a thorough planning for the piloting had been generated. As a result, an evaluation and assessment of the impact of WeLive has been produced.
