Two Pilot Virtual Innovation Project Support activities – This is the roll out of the system and piloting with two innovative projects

A set of cases from the EPSA Award in OECD format along with short analysis of innovation trends (s’ouvre dans une nouvelle fenêtre)

This deliverable builds on a collaboration between OPSI and EIPA and consists of 1) preparing a set of cases from the EPSA awards (edition 2015 and 2017) for inclusion in the OPSI database and 2) producing synthetic summaries of innovation trends emerging from the EPSA awards. The purpose is to create synergies between the projects and ensure joint dissemination of results.

3 web based pilot courses (s’ouvre dans une nouvelle fenêtre)

Elaboration and testing of three web-based pilot courses for public sector innovation, available in MOOC-style format. The three training pilot courses should be on: a) Public procurement for innovation; b) How to elaborate innovation-enhancing regulation; c) Systemic thinking and intervention. Training can be provided by external training centres such as EIPA. The number of registered “students” and practitioners having started and ended each pilot-course will be monitored.

The toolbox will present in an easy and accessible way the instruments that innovators have in hand to implement innovation along the lifecycle. The online interface will guide the users in a step-by-step process from the choice of the tools, information on how it works, to relevant practical examples of the tools being used. The interface will connect to other OPSI platform sources such as the database, library and discussion groups. It will include a diagnostic component to identify existing gaps in user capacity to make full use of the tool.

This research can address how best to foster learning and skills development for innovators across public sector organisations, considering, for example, not only traditional classroom learning and training, but also broader learning opportunities such as mentoring, rotation programs, conferences, development programs, working in cross-functional teams, etc. and how these can be integrated into existing HRM mechanisms such as performance management processes.

A toolkit for prototyping in the public sector – the toolkit will provide a step-by-step guide on how to prototype a public service. Based on OPSI data collection and case studies

Drawing on the sets of toolkit (WP 3) and online toolbox (WP 6), this activity will develop training curricula which can be included as part of ongoing capacity building and training modules operated both by member countries and by specific training organisation. Modules would be targeted to specific groups (e.g. senior managers, change leaders, project managers, etc).

The case study framework will be applied to develop evidence on how system thinking for service delivery work in practice in different sectors, identifying contextual factors, enablers, and the role of government. This work involves data collection from government stakeholders through questionnaire and interviews, and drafting of final cases studies.

Identify potential members of an iSCP network in each EU member and OECD member countries (but not limited to) drawing also from the OECD innovators networks.

Thirty descriptive forms of urban innovations in the OPSI database collected via the OPSI online questionnaire and cases from PIPA, European Green Capital and European Capital Innovation Award. A specific Innovation Challenge will be set up to encourage submission from member countries.
