Periodic Reporting for period 2 - NOEMIX (New Mobility in Friuli Venezia Giulia)

‘NOEMIX – New Mobility in Friuli Venezia Giulia’ supports the transition towards e-mobility in public fleets by building integrated technical, economic and legal expertise for the launch of concrete investments. NOEMIX combines public and private organizations with institutional competence (Regional Authority FVG is the leading public administration), technical/technological and economic/financial expertise and securing the involvement of private sector operators. NOEMIX implements a participated approach to involve the main public and private stakeholders, including mobility service providers, the lenders’ community, procurers and final users of the mobility service. The project aims to: - develop an innovative, standardized and easily replicable methodology based on the transition from a ‘fully public-owned fleet’ model to a ‘public-private mobility service partnership’ exploiting regional demand aggregation; - replace a significant share (around 30%) of vehicles owned by public institutions through a mix of rationalization in use and a mobility-as-a-service scheme based on long-term lease and car-sharing of e-vehicles; - trigger e-mobility and RES-plants investments for € 13,7m with a 1:15,2 leverage factor; - build technical economic, legal capacity within public authorities; - support the uptake of the methodology, tools and outcomes developed in NOEMIX by regional authorities in new areas and countries. The work-plan entails 4 main steps for the development of the scheme (participated context analysis, technical feasibility study, financial scheme and business plan, legal/administrative procedures to launch the tender), measures dedicated to dissemination and replication of the scheme (national/international Committee of Observers and replication laboratories). The above combined with experienced management and coordination and supported by a comprehensive communication campaign propping up each individual action for an effective implementation of the work-plan.
Since the project beginning Noemix work on the establishment of the regional PA Panel and the related organizational and coordination activities.
In December 2017 were organized 4 meetings in the provincial capitals to present the project to the public bodies of the regional territory (in Pordenone, Udine, Gorizia and Trieste on 4-6/12/2017).
The first phase of the project has been characterized by a strong effort for the developing of the survey of mobility needs of the Friuli Venezia Giulia region PA.
In order to understand the share of vehicles of Public Authorities to be included in the project action, the first step concerned the census of the existing vehicle fleet, i.e. a detailed description of the current fleets in terms of consistency, type, mode of use, management and costs. The participated context analysis (Milestone 1) was reached in February 2018.
The technical Feasibility Study and related financial scheme and business plan of future Noemix innovative procurement have been started.
So far, a crucial project achievement has been the approval of the Friuli Venezia Giulia Regional law n° 24 (on 27th December 2019), with a total amount of 20,500,000 euros allocated for the NOEMIX project. With this law, the regional administration is authorized to bear the costs deriving from the assignment of five-year NOEMIX service concerning: the long-term rental of electric vehicles to replace the ICE vehicles currently in use by the PA Panel members; the charging infrastructures for electric vehicles; the supply of the IT platform for managing the Public Authorities fleets.
The communication activities were focused on the creation of a unique visual identity and a set of customised materials for the project in order to be consistent when communicating about Noemix and to strengthen its image and brand.

NOEMIX intends to contribute to the transition to a low carbon economy, reducing urban pollution caused by internal combustion engines and increasing the production of energy from renewable sources.
