Periodic Reporting for period 3 - NOEMIX (New Mobility in Friuli Venezia Giulia)

The main objectives of NOEMIX have been:
- Developing an innovative, standardized and easily replicable methodology based on the transition from a ‘fully public-owned fleet’ model to a ‘mobility-as-a-service scheme’
- Replacing a share of the vehicles owned by public institutions through a scheme based on long-term lease and corporate car-sharing of e-vehicles
- Triggering e-mobility and RES-plants investments with a 1:15 leverage factor
- Building technical economic, legal capacity within public authorities
- Supporting the uptake of the methodology, tools and outcomes developed in Noemix by regional authorities in new areas and countries
- Implementing a participated approach to involve the main public and private stakeholders
The NOEMIX model offers a full package of services and includes: the rental and management of electric vehicles in a corporate car-sharing scheme, charging stations provision and management, fleet monitoring and optimization systems and electricity production from renewable energy sources (RES) to power the fleet. The new mobility service will become operational in 2023.
1.CREATION OF A PUBLIC ADMINISTRATION PANEL AND ANALYSIS OF MOBILITY NEEDS
The first step of the model foresaw the establishment of the so-called regional "PA panel", coordinated by the Friuli Venezia Giulia Region (RFVG). PA Panel was composed by the municipalities of Udine, Pordenone, Gorizia and Trieste, the health agencies,Area Science Park, FVG Airport, Port System Authority of the Eastern Adriatic Sea, the Consortium for the Reclamation of the Friulian Plain, the Regional Agency for the Protection of the Environment, the Regional Agency for the right to higher education, the University of Trieste and the University of Udine. All the institutions involved met periodically to discuss and guide decision-making. The state of the art of fleet management and PA panel mobility needs have been analysed. A formal agreement was signed between each PA and RFVG.
2.TECHNICAL FEASIBILITY STUDY, FINANCIAL SCHEME AND BUSINESS PLAN
On the basis of the acquired data and of the analysis of the mobility needs of participating public authorities, a feasibility study has been drafted, corresponding to the expressed needs (in terms of number and typologies of vehicles and charging points), and also considering the evolution of technical and technological solutions and market trends, in line with the objectives of NOEMIX. A financial scheme and a business plan have been also drafted. The results of these activities served as input for the preparation of tender documentation, and for the executive design of the charging infrastructures.
3.DRAFTING TENDER DOCUMENTATION
The contracting authority decided to launch a single tender procedure divided into two distinct homogeneous lots, one dedicated to the Health agencies and the other to the other Public Authorities. Each lot included (i) the rental of electric vehicles (ii) the supply, installation and maintenance of charging infrastructures, (iii) the online platform for fleet management (booking the vehicles when needed and monitoring their actual use) and (iv) the online platform for infrastructure and charging process monitoring. The contracting authority (RFVG) opted for signing itself a framework agreement with the service provider and then each PA panel institution will sign implementing contracts.
4.PUBLICATION OF THE TENDER AND LAUNCH OF THE SERVICE
The first tender was launched on April 6th, 2022.
The tender was divided into two lots to encourage the participation of small and medium sized businesses.
• LOT 1: 4 public health agencies - approx. €15.5 million;
• LOT 2: 13 regional and local authorities, and universities - approx. €4.6 million.
The tender for lot 1 was officially awarded on October 31st, 2022. It includes 60 month long-term rental service of 406 BEV - Battery Electric Vehicles (4 different types); 134 CHARGING INFRASTRUCTURES: Wallboxes and pole stations for the exclusive use of the recipient entities; Online platforms to manage, monitor and optimize the fleet and charging infrastructures. The total amount of the contract is €15.172.555,62. Lot 2 was on the contrary affected by negative results, but the RFVG is committed to overcome the shortcomings raised in order to assign this second lot as well.
5.REPLICATION ACTIVITIES
Noemix dedicated proper attention and resources to dissemination actions to foster exploitation and replication of its methodology and outputs in other Italian regions and other territories in Europe. A replication package was created in Italian and in English. Furthermore, replication labs have been organized.
NOEMIX has been a pilot turn-key project that can be replicated and adapted to other EU regions and cities. 16 PAs participated to the replication laboratories and 5 signed the Memorandum of Understandings for the replication of the NOEMIX project.
With reference to the indications and impacts of the communication activities, the following achievements have been reached:
- 20 sector operators involved in 1 dedicated workshop: informing about NOEMIX procurement and collect their feedback
- 100 employees of public administration informed during several meetings organised by Coordinator and Project partners
- 150 Italian and EU public authorities informed about Noemix
- 16 conferences attended where the project NOEMIX was presented
- 10 events organized with a participation of 142 people
- 550.000 citizens informed about Noemix
- 53 press releases
- More than 200 articles and interviews on newspapers, magazines, web portals, TV and radio
- 2 scientific publications
- 50 posts on social networks
- 17 public administration institutions involved in the “regional PA panel”
- about 211 people with increased capacity (vehicles final users and procurement staff working for public institutions belonging to the regional PA panel)
