NAVARRA, A REGION SUPPORTING THE SUSTAINABLE ENERGY

Periodic Reporting for period 2 - SustaiNAVility (NAVARRA, A REGION SUPPORTING THE SUSTAINABLE ENERGY)

Navarra is a Spanish region with more than 272 municipalities, 640,000 inhabitants and it is member of the Euroregion Aquitaine- Basque Country - Navarra. Navarra has developed a very ambitious energy plan for the region "Navarra for 2030" which integrates 4 objectives linked with the reduction of CO2 emissions, the increase in percentage of renewables, maintaining security in energy supply and reducing energy poverty.

SustaiNAVility was a 3-year long project with the general objective to promote, under the umbrella of the energy plan of Navarra, energy efficiency in the region of Navarra in 3 target groups: public entities (municipalities and public buildings), private buildings (citizens) and enterprises, promoting an investment of 16.3 million euros in renewable and energy efficiency. The concept of SustaiNAVility was the utilisation of regional grants as boosters or drivers of the energy efficiency related investments.

As a conclusion, investments of 21.5 M€ were finally triggered. The specific objectives and results were:

1. Municipal investments (100 municipalities targeted; where 120 municipalities + 11 non-profit entities and 1 regional government were reached):
- Street lighting: target of 4 M€ with 65% energy savings; where 2.65 M€ with 71% savings reached
- Renewable energy projects: target 0.3 M€ with 300 kW installed; where 2.46 M€ with 1.9 MW installed
- Additionally, 1.12 M€ in electric mobility with 79% savings were invested.

2. Social-housing:
- Publicly-owned buildings (4 buildings targeted where reached): target 1.5 M€ and 60% savings; where 2.5 M€ and 65% savings were reached.
- Privately-owned buildings (330 dwellings in 25 buildings targeted; where 385 dwellings in 17 buildings were reached): target 7 M€ with 40% energy savings; where 8.6 M€ with 61% savings were reached.

3. Industry: target 3.5 M€ in 25 investments with 17% energy savings; where 4.15 M€ in 10 projects with 6.3% savings were reached.

SustaiNAVility achieved total primary energy savings of 38.18 GWh/year, and a renewable production of 2,940 MWh/year, as well as a reduction of GHG emissions of 7,303 t/CO2/year. Additionally, it identified new financing methods that could help to overcome the main barriers of the energy efficiency investments, and boost their implementation.
In relation to Municipal and other Public Bodies, the following sustainable projects were promoted:

- Investments in the renovation of public lighting, implementation of renewables and electric mobility developed by Municipalities and Non-profit Entities => 165 implemented investments.
- Investments in energy efficiency and renewable energies carried out by the regional administration, Government of Navarra, in its own buildings and infrastructures => 19 implemented investments.
- Investments in energy efficiency and renewable energy in public housing buildings for social rent => 4 buildings / 68 dwellings
- Development of participative projects between public and private agents in order to create Citizen Communities of Renewable Energies => 3 pilot projects.

In relation to Residential buildings, the rehabilitation of private dwellings was promoted in social housing neighbourhoods of 5 municipalities. For this, Global Intervention Projects (GIPs) were established for each neighbourhood in order to improve the aggregation of investments in energy efficiency in buildings. GIPs consist of a group of various types of buildings in a neighbourhood that come together to define a single design for a rehabilitation project, to be applied in all the neighbourhood. => 17 buildings / 385 dwellings + 1 district heating

In relation to Industry and services, different energy efficiency and renewable implementation projects were developed => 10 developed projects.

Apart from the necessary investment mobilisation objectives, a series of cross-cutting exploitation, dissemination, training and communication actions were developed:

- Awareness days for users and consumers with the aim of educating them in the use and management of energy efficiency technologies. A total of 24 actions were carried out compared to the 4 initially planned, in which a total of 544 people participated.
- Training actions were carried out aimed both at the best technical execution of the projects and at the agents who take part in them. Specifically, 15 training actions were carried out compared to the 5 initially planned, with the participation of 685 participants.
- A series of 5 technical guides for users, consumers and experts, as well as for business models of local Energy Services Companies, were prepared and disseminated
- A group of local financial entities was formed in order to find out if their products and services are adapted to the needs of sustainable projects.
- Communication actions, such as: project website, regional TV and radio broadcast, press conferences, presentations and workshops with the industrial sector, municipalities, technicians, neighbours, media publications, participation in conferences, etc.
One remarkable result is the development of a methodology to promote energy efficiency and renewable energies in very different types of sustainable projects (regional / local public investments, investments in public housing, investments in private housing in social neighbourhoods, investments in companies). On the one hand, so that this methodology can continue to be applied in the Navarra region in order to help achieve the objectives set in the Navarra 2030 Energy Plan. On the other hand, so that this methodology can be developed in other territories at different levels (local, regional and European).

Further remarkable impacts achieved are:

- Social benefits in social rental housing, which are occupied by the most vulnerable groups.
- A model for estimating energy demand in homes, highly recommended to be used in future housing renovation tenders.
- The Global Intervention Projects scheme, which is a method to aggregate several building rehabilitation projects of the same neighbourhood.
- SustaiNAVility has meant the launching of public support in Navarra to renewable energy public-private co-operative projects, such as Garés Energía, the Navarra Arena and the Esparza Energy Community.

As a future impact, Navarra will continue on the rehabilitation of the public and private housing stocks in accordance with the methodology developed. Regarding investments in industry and services, there is still much to do as well, given that they are responsible for 40% of Navarra's energy consumption. Finally, the promotion of energy efficiency investments in municipalities and public bodies will continue in the region, as well as the continuation of further renewable energy participative projects.

Government of Navarra will continue to provide regional incentives through subsidies or tax deductions to promote the development of different types of sustainable projects, which will be designed to achieve the maximum impact. Some tools developed in the project could be useful to reach that replication as well:
- The analysis of innovative financial plans
- The analysis of innovative energy technology solutions
