Stimulating innovation and green public procurement
Green public procurement (GPP) is a voluntary tool aimed at Europe’s public authorities that favours products, services and works that respect the environment. It can be an important driver of innovation since industry is incentivised to develop such products and services. The EU-funded GREENIN project has set out to develop scenarios favouring GPP for innovation (GPPI) harnessing the EU instrument for cooperation between public services and industry, Twinning+. The overall outcome will be a design option paper outlining recommendations, methodologies and initiatives for the successful deployment of GPPI.
Objective
The GREENIN project aims to set up a desired scenario in green public procurement for innovation (GPPI) aligned with smart specialisation strategies, based on the “twinning advanced” methodology to increase knowledge exchange among partners and with policy makers and interested stakeholders, favouring SMEs participation by means of pilot actions. The project focuses on green since GPP stimulates eco-innovation which is one of the main focus of the smart specialisation strategies of the participating regions and contributes to the EU's efforts to become a more resource-efficient economy. Additionally, the project has an approach on innovation since PPI fosters new solutions in a shorter time-to-market and advice to SMEs on innovation is one of fields of expertise of the participating host organisations. A peer learning mechanism will be set up among the three partner agencies in order to allow them to jointly set up a desired scenario for GPPI based on existing policies, methodologies, experiences and good practices on GPPI. As a result, a GREENIN Design Option Paper will be designed, containing recommendations on possible policy schemes, methodologies and initiatives for the deployment of GPPI in European territories.
