SUPPORT TO THE DEVELOPMENT AND ANALYSIS OF AN R AND I POLICY TAXONOMY AND QUESTIONNAIRE - PHASE 2

La Comisión Europea y la Organización para la Cooperación y el Desarrollo Económico trabajan conjuntamente a fin de simplificar los procesos en que se basan los Estados miembros y los países asociados para informar sobre ciencia, tecnología y política de innovación (STIP, por sus siglas en inglés). STIP Compass es el portal creado como parte de esta iniciativa conjunta. Tiene como objetivo recopilar todos los datos sobre STIP en un mismo lugar y apoyar el análisis y la supervisión continua de las STIP mediante el acceso libre a los datos. El proyecto REITER 2, financiado con fondos europeos, fortalece esas herramientas y servicios y monitoriza los últimos avances relevantes del ámbito. Además, es el responsable de administrar el estudio STIP de 2019.

Objetivo

The project’s overarching goal is to further develop the evidence base for R&I policies, which should in turn contribute to better national and European R&I policy and programme design. It builds on a first phase of development (in the H2020-funded REITER project) that saw a new knowledge management system put in place, consisting of a new survey tool and database, driven by semantic taxonomies. These were developed to enhance data collection, storage and open access. The STIP Compass portal was built on top of this infrastructure to provide public access to information on national STI policies through user-friendly interfaces for data exploration and discovery.

The second phase of REITER seeks to strengthen the foundations built in the first phase – by raising the quality of data collected on countries R&I policies, linking to a wider variety of reliable complementary data and developing further dashboards. The project will also extend the types of data analysis that can be carried out and will develop new information services such as decision-support tools. These tools will be developed in the context of ongoing OECD and EC projects covering two topic areas of high policy relevance: research funding and knowledge transfer. They will be enabled by further taxonomy development supporting data discovery and guided analysis.

The project also includes collecting future R&I policy information by administering the 2019 edition of the STIP survey to at least 60 territories. It will also devote considerable effort to promoting the use of STIP Compass as a central platform for policy research and advice supporting government officials, analysts and scholars among European Union (EU) and OECD member countries and within the secretariats of the OECD and European Commission (EC). Last but not least, the project will monitor the state-of-art in the field with a view to deploying innovative approaches to data collection and analysis.
