Periodic Reporting for period 2 - ENSMOV (Enhancing the Implementation and Monitoring and Verification practices of Energy Saving Policies under Article 7 of the EED)

Résumé du contexte et des objectifs généraux du projet

ENSMOV (Enhancing the Implementation and Monitoring and Verification practices of Energy Saving Policies under Article 7 of the Energy Efficiency Directive (EED)) was aiming to support to Member States to implement energy efficiency policies. In the 3.5 years we helped MS to monitor, revise, improve and implement their energy efficiency policies by developing resources on practical and strategic issues arising from the Article 7 of the EED.
Building on previous knowledge and results developed from two influential projects and with cooperation with ongoing projects on related topics, ENSMOV:
a) facilitated and expanded sharing of knowledge and experience amongst MS for the implementation of policies under Article 7 EED;
b) developed a suite of tailored resources and tools for the implementation of Article 7 EED to address the specific needs of MSs; and
c) assisted national authorities’ in-house monitoring, reporting and verification (MRV) schemes with a view to ensuring they have robust data and insight to inform the (re)design of policies towards 2030.
Gathered inputs were the starting point for the exchange of experience in more than 100 meetings, workshops and events.
The learning exchanges were organised in three cycles, each covering a couple of topics from Monitoring and Verification aspects and/or policy implementation in energy efficiency. In total, we will aim covered around 20 topics which Member States consider most important and provided customized solutions for each Member State. The depth of the analysis and intensity together with channels of exchange were determined based on the availability of key representatives. The programme had national, regional and EU workshops in smaller groups, meetings and large- group workshops. Additionally, there were webinars organised to explore the topics we will be talking about, but also to disseminate the results to broader audiences. Besides developing the learning exchange, we also created useful materials in form of specific tools and guidelines for each involved Member State, collected best practices and develop tailored policy guides. An important channel for this will is an online platform, which contains useful materials, and enables the experts to continue to cooperate beyond ENSMOV duration, now also with the follow-up project.

The following work has been developed align with the objectives of the project:

Objective 1) facilitate and expand sharing of knowledge and experience amongst Member States for the implementation of policies under Article 7 EED
ENSMOV has conducted a needs assessment analysis with policy makers and market stakeholders to depict the state of play with the Art.7 EED in each surveyed member state based on which the gap analysis about policy implementation under Art.7 EED was updated and served as input for choosing topics for the three learning cycles and to develop compendium of resources. The first cycle was completed in the first period of the project and the other two in the second project period. What are the needs of the Member States was evaluated through the survey on more than 125 stakeholders in one round, following with surveys on all contacts in second & third project cycle.

Objective 2) develop a suite of tailored resources and tools for the implementation of Article 7 EED to address the specific needs of Member States
ENSMOV used the findings from the updated gap analysis to map tools and guidance documents against identified policy implementation gaps and needs for all the upcoming three cycles of the learning programs. While ENSMOV partners have researched an extensive set of tools and resources in our compendium, the list is non-exhaustive. New tools and resources continue to become available throughout the cycle of ENSMOV outputs.
Resources were developed for both policy implementation and MRV topics for all three learning cycles.

Objective 3) To assist national authorities’ in-house monitoring, reporting and verification (MRV) schemes with a view to ensuring they have robust data and insight to inform the (re)design of policies towards 2030
For the third objective, a stakeholder engagement strategy was formed and the key stakeholders were identified and contacted for the activities. Once the learning exchange programme was defined and the materials were developed, ENSMOV partners implemented the experience sharing on both MRV and policy implementation. Due to COVID – 19 pandemics, most of the actions have moved from regional level to the EU level and online. This, although bringing additional effort in monitoring, also brought positive results in participation, dissemination of the tools and knowledge exchanges. Based on the needs, the activities were adjusted to the groups of stakeholders participating and the cooperation with other projects has been introduced. At the end of the project, the total number of events is 100. Total number of participants in all events is more than 2000 (part of participants are joining multiple events, which was the objective of the project), while there are more than 1500 unique participants.

ENSMOV has disseminated the key project outcomes through publishing seven newsletters and developing a project website, LinkedIn and Twitter. Partners have developed updates for the project platform, built on the existing Art.7 EED platform: http://www.article7eed.eu/. Final project conference had participants from all EU countries and the EC. The International Energy Agency, DG ENER, Members of the European Parliament, Energy Community, EU level associations & coalitions, strong market actors and many researchers have supported ENSMOV exchanges.

The overall aim of ENSMOV was to provide support to Member States (MS) and Associated Countries (AC) and their stakeholders to implement energy efficiency policies under the Art.7 EED.
Building on previous knowledge and results developed from influential projects that have helped to shape Member States’ policies to address Art.7 EED requirements–the ENSMOV consortium came together to provide additional support to Member States.

Although the objectives of ENSMOV are straightforward: to develop resources, to ensure knowledge transfer and to provide support to the national authorities; with achieving project objectives, ENSMOV did not only achieve more efficient implementation of the Article 7 targets, but also represented a place of exchanging experiences.
ENSMOV did this in three cycles, three steps of interaction, with more than 2000 participants in more than 100 events.

Evaluation of the work through monitoring of the project implementation has shown that interactions organised in a way that includes information (webinars), knowledge (EU and regional workshops), experience exchange (smaller audience workshops), direct national support, and an ongoing place for exchange (social networks) influence the knowledge and problem-solving for the policy implementation.
