The following work has been developed align with the objectives of the project:
Objective 1) facilitate and expand sharing of knowledge and experience amongst Member States for the implementation of policies under Article 7 EED
ENSMOV has conducted a needs assessment analysis with policy makers and market stakeholders to depict the state of play with the Art.7 EED in each surveyed member state based on which the gap analysis about policy implementation under Art.7 EED was updated and served as input for choosing topics for the three learning cycles and to develop compendium of resources. The first cycle was completed in the first period of the project and the other two in the second project period. What are the needs of the Member States was evaluated through the survey on more than 125 stakeholders in one round, following with surveys on all contacts in second & third project cycle.
Objective 2) develop a suite of tailored resources and tools for the implementation of Article 7 EED to address the specific needs of Member States
ENSMOV used the findings from the updated gap analysis to map tools and guidance documents against identified policy implementation gaps and needs for all the upcoming three cycles of the learning programs. While ENSMOV partners have researched an extensive set of tools and resources in our compendium, the list is non-exhaustive. New tools and resources continue to become available throughout the cycle of ENSMOV outputs.
Resources were developed for both policy implementation and MRV topics for all three learning cycles.
Objective 3) To assist national authorities’ in-house monitoring, reporting and verification (MRV) schemes with a view to ensuring they have robust data and insight to inform the (re)design of policies towards 2030
For the third objective, a stakeholder engagement strategy was formed and the key stakeholders were identified and contacted for the activities. Once the learning exchange programme was defined and the materials were developed, ENSMOV partners implemented the experience sharing on both MRV and policy implementation. Due to COVID – 19 pandemics, most of the actions have moved from regional level to the EU level and online. This, although bringing additional effort in monitoring, also brought positive results in participation, dissemination of the tools and knowledge exchanges. Based on the needs, the activities were adjusted to the groups of stakeholders participating and the cooperation with other projects has been introduced. At the end of the project, the total number of events is 100. Total number of participants in all events is more than 2000 (part of participants are joining multiple events, which was the objective of the project), while there are more than 1500 unique participants.
ENSMOV has disseminated the key project outcomes through publishing seven newsletters and developing a project website, LinkedIn and Twitter. Partners have developed updates for the project platform, built on the existing Art.7 EED platform:

The International Energy Agency, DG ENER, Members of the European Parliament, Energy Community, EU level associations & coalitions, strong market actors and many researchers have supported ENSMOV exchanges.
