The JERICO-DS, Joint European Research Infrastructure for Coastal Observatories - Design Study, project will study the design of a state-of-the-art, fit-for-purpose and visionary observational European Research Infrastructure, that will provide expertise and high-quality data on European coastal and shelf seas, supporting world-class research, high-impact innovation and European excellence worldwide.
This Design Study is based on nations’ involvement to co-construct the JERICO research infrastructure from the scientific and technical design to the business plan and governance to support their future engagement towards a Preparatory Phase.
This work will be led in line with national visions and assets. It will consider the strategies of already nationally accredited coastal RIs and of the ones in progress to draw commonalities and complementarities to maximise the added value of JERICO-RI as a EU system. As well, it will investigate the possible co-construction with other RIs, as nations are willing to join RIs effort.

Axe 1: To define regional ecosystem approaches to implement a fit for purpose system, and a cross-region approach
The Vision and Mission statements were outlined (MS1).
National and regional inputs for technology outlook (D2.1*) gap analysis (D2.2*) and the roadmap (D2.3*) of the technical design were collected.
Requirements from the Science Plan regarding e-JERICO were gathered (MS13).
Science, technological and data design roadmap were incorporated into the Business Plan (D4.3*).
The governance, operational structure and implementation roadmap of the operational phase were drafted.
Available expertise, key scientific challenges and oceanographic disciplines were studied.
The communication at national and regional level was consolidated (MS31, MS35, MS37, D6.1. D6.2)*.
Axe 2: To strengthen multidisciplinary observations provided by sensors and platforms in accordance with the scientific approach
National constraints and needs for multidisciplinary coastal observations were obtained.
Inputs on multiplatform observations from other European actors were obtained.
Requirements regarding the future support of e-JERICO were gathered for discoverability and management (MS13).
Virtual access policies to the observation network and related services were outlined (MS14).
The Business Plan now takes into account the scientific and technological roadmaps.
A mapping of available expertise across disciplines and regions were drafted.
Axe 3: To implement innovative technologies
The scientific challenges at national level to plan innovative technologies and specific observations are underlined.
Information on national and regional advances and outlook for innovative technologies for various KSC were collected (D2.1).
The Business Plan was initiated (D4.3)* and will highlight services in relation to innovative technologies.
Axe 4: To implement innovative technologies allowing better interaction with operators and users
Scientific Key Performance Indicators (MS5) were delivered.
The scientific complementarities and commonalities among nations to promote co-developments and support scientific excellence were analysed.
Information on national and regional advances and outlook for innovative technologies were collected (MS7, MS8, D2.1*).
Requirements that e-JERICO will provide to the Technical Expert Centres where gathered (MS13).
Communication strategies with the national communities were identified (MS35, D6.2)*.
Axe 5: To better foster the relations with the various users, to better understand their needs
The challenges and societal needs at the national level were prioritised.
Information on national and regional advances and outlook for observations and related national strategies and technical coordination were collected.
An integrated local/regional/national/pan-European user strategy was developed.
The communication strategy with the communities of users and stakeholders at European, regional and national level was identified and designed. (MS35, D6.1 D6.2)*.
Axe 6: To set up collaborations with other Research Infrastructures and initiatives of the marine and environmental domains
Scientific needs, expertise and observations requirements that each national node of a specific RI is expecting from the national nodes of the other RIs were investigated (D1.2)*.
Interactions with other initiatives and the Group of Senior Officials were organised (MS4)*.
Information was collected on national and regional advances and outlook for synergies between JERICO-RI and other European observing efforts.
Requirements from different stakeholders of the European marine domain were gathered (MS13).
A link was established with the OC of the EOOS through the assignment of JERICO-RI coordinator as chair.
Assessment of the GOOS national coordination in each country represented in JERICO-RI was performed.
JERICO-RI becomes a member of the Best Practices Task Team in GOOS.
The communication plan (MS35*) includes a strategy to foster collaborations with other RIs.
Axe 7: To set up a sustainability framework
The interactions with institutions and funding bodies at national level were established, counted and classified (MS2).
For the sustainability framework, national and regional technology needs were analysed and potential key development areas were identified.
A Funding working Group was set up.
The JERICO Label was renewed to include procedures for best practices, policies, KPIs and a Terms of Reference for environmental care, human consideration and ethics.
The most efficient communication channels were identified to show to stakeholders the added-value and benefit of a Pan-European JERICO-RI and the importance to secure the sustainability of this RI (D6.2*).
JERICO-DS is making an important step forward by leading key actions exposed here after:
For WP1, National scientific inputs, priorities and societal needs were provided by 14 nations (D1.1; D1.2*). Interaction to be implemented between institutions and funding bodies were gathered. KPIs for an operational JERICO-RI were defined.
WP2 gathered technology outlook (D2.1) and gap-analysis from the 14 Nation Representatives. Technical and Technology outlook for an operational JERICO-RI was delivered (D2.1).
WP3 defined the requirements, access policy, data management plan, security policy and KPIs for e-JERICO. A first version of the JERICO-CORE concept was designed.
WP4, the Funding Working Group was set up. A training on Business plan development was initiated. Socio Economic Impact Assessment was studied (MS22). Long term national commitment framework” was evaluated (MS21). GOOS national focal points were contacted. JERICO-RI representative (Laurent Delauney) is the chair of the OC of EOOS.
WP5: JDS partners participated in various high-level meetings (AQUACOSM-plus, GROOM-II, EUROSEA, etc). e-LTER, Danubius, EMBRC, ICOS, EMSO, EuroARGO, AQUACOSM were invited to JDS workshops. The mapping and visualisation of oceanographic expertise across disciplines, key scientific challenges and oceanographic regions is prepared. The Label Committee and activities have been defined. The COre Impact indicators and KPIs were Identified and evaluated.
WP6: A first analysis of communication strategies and tools directed to users and stakeholders was established. Implementation of a strategy for translating the JERICO-RI website in national languages was designed. The communication KPIs were identified.
