Objective
This directive is intended to provide a stimulus for commercial firms to participate in a joint system for environmental management in industry, in which validation of the manage-ment system by an external environmental expert is envisaged. A prerequisite for this is an environmental inspection of the firm (environmental audit) by a qualified internal or external industrial environ-mental inspector (environmental auditor). Thus, within the framework of this EU directive, the new occupations of environmental expert and environmental auditor have emerged. The quality criteria for the expert have already been clearly defined,
In this pilot project, a pan-European uniform qualification programme for the environmental auditor will be developed, based on a course that has already been successfully carried out in Germany. Supplemented by the requirements of ISO Standard 14012, the existing methodo-logical and didactic concepts, curricula, and modules will be adapted to the circumstances of the partner countries, and extended to include national legal provisions. After evaluation and revision, the results of the project will be summarised in a "Handbook for Environmental Auditors", which will enable educators in the different countries to implement suitable courses for this occupation on an ongoing basis.
Impact
The development of a pan-European standard for environmental auditors will improve the employment prospects of the course participants in the national and European labour markets. Standardisation of the training modules will make it easy to integrate further technical or normative requirements into the basic design.
