Quality in cooperative education, a plan to establish educational cooperatives

Objective

This pilot project will motivate small and medium-sized firms to provide training places or to carry out vocational training. It is aimed especially at firms founded by migrants and/or which work with migrants and which without cooperatives would not be able to undertake training functions alone. The project will thus not only enable them to qualify as training firms but will also integrate small and medium-sized foreign firms into the national educational system.

The result of the pilot project will be a practical guide to establishing educational coopera-tives and will consist of four parts. Part 1 will offer a synopsis of the results of a nationwide investigation of existing cooperatives or those which have already been implemented. Part 2 will evaluate cooperatives in the business sector in the Frankfurt region and will look at difficulties, dropout rates, examination success, etc. In part 3, against the background of this evaluation, a plan for cooperative business education will be devised; this plan will formulate criteria for creating and running such cooperatives. Part 4 will address multipliers directly and will contain (among other things) instructions for establishing a cooperative, a discussion guide for recruiting firms and trainees, and draft contracts.

Impact
The project is a contribution to the development of new ideas for initial training, particularly for SMEs. Particularly firms founded by migrants will be able to ensure that they have skilled workers to secure the existence and expansion of their business. At the same time the dual system will gain a new dimension through the implementation of education in cooperatives.
