Objective
Ensure that new technologies are able to deliver the services required by passengers, public and railway operators, and other transport and professional radio users in general.
Ensure that the architecture of new technologies such as UMTS and MBS can be configured to deliver mobile communications to and from high speed trains. This includes such aspects as high speed handover and cell geometry (both track-to-train and in-train).
Ensure that the characteristics of the high speed train radio channel are fully taken into account in the development of new technologies such as UMTS.
Consideration of high speed train specificities and constraints at the early stages of the UMTS standardisation.
Establishment of third generation service requirements for passengers and rail users, including those specific for high integrity data services.
Characterisation the high speed train propagation channel . Investigation of resource allocation and adaptive techniques.
Main contributions to the programme objectives:
Main deliverables
Consideration of high speed train specificities and constraints at the early stages of the UMTS standardisation. Establishment of third generation service requirements for passengers and rail users, including those specific for high integrity data services. Characterisation the high speed train propagation channel.
Contribution to the programme
Analysis of the services required by passengers, public and railway operators, inside/around high speed trains, in order to make sure that new technologies (e.g. UMTS) can deliver such services taking into account the characteristics of the high speed train radio channel.
Key Issues
Appropriate architectures for track-to-train and in-train communications in a multi-operator environment;
Physical layer and radio resource mechanisms to take account of high speed train operation;
Coverage and propagation in confined areas such as tunnels and cuttings;
Provision of multi-media and critical, high integrity communications services;
Adaptive allocation of resources to accommodate the variety of service requirements of different high speed train applications.

Topic(s)
Calls for proposals are divided into topics. A topic defines a specific subject or area for which applicants can submit proposals. The description of a topic comprises its specific scope and the expected impact of the funded project.

Funding Scheme
Funding scheme (or “Type of Action”) inside a programme with common features. It specifies: the scope of what is funded; the reimbursement rate; specific evaluation criteria to qualify for funding; and the use of simplified forms of costs like lump sums.
