Charging for premium ip services in the European information infrastructure & services pilot

Objetivo

Main Objective

The two primary objectives of SUSIE are related to trial integration and IP/ATM convergence:

1.to establish the basis for Premium IP convergence charging where the retail of IP based multimedia services is in the context of a usage charged ATM network with prioritised IP over ATM streams selected via a QoS/Price trader. 2.to integrate and validate TINA services (including management) with an IP/ATM network.

Technical Approach

The approach is innovative in that; firstly, SUSIE integrates into a trial concepts from two different ACTS domains: the ATM/IP aspect of high speed networks; and the service aspects with TINA implementation. Secondly, the project addresses some of the key issues associated with Premium IP, including prioritisation, cost management, accounting and service selection. Thirdly, the project studies convergence charging in the context of a usage charged ATM network by combining a number of connection detail records (IP and ATM) with service detail records from the higher layer. Finally, the project has commenced the establishment of an operators' forum to monitor and review the accounting aspects of the project.

Summary of Trial

The trial focuses on connectivity and services for a number of schools in Europe and Canada. The trial converges multimedia services, network IP/ATM interoperability and charging in the context of public demonstration. SUSIE will extend the Virtual Classroom project, which operated between Switzerland and Canada as part of the G7/GIBN project using the EXPERT ATM test-bed, with various access technologies including ADSL and multimedia services. The extension will include a video on demand server, media on demand server and multimedia communication services. The trial will be based in schools in Basel, Berlin, Dublin and Ottawa. Public demonstrations will be held in Telecom 99 and probably CeBIT 99.
Expected Achievements

SUSIE will make proposals on a premium IP accounting record. This is a key interface for the IP/ATM business model to the industry. SUSIE will propose methods of charging for premium IP based services. SUSIE will also make recommendations related to the integration of the TINA approach and IP/ATM in the area of accounting.

Expected Impact

The impact of the work will be in two strategically important areas:

-adapting some base broadband functionality for the IP world (eg. ATM based QoS to support IP, accounting and service selection.);

-improving the quality of education through transnational broadband services.

-including an trader approach to deliver prioritised IP based on traffic contracts;

-incorporating service selection functionality from the application through the IP layer and to ATM;

-incorporating cost management functionality for the service provider in order to manage charges from the core ATM network;

-extension of the broadband network and services into the schools.
